Call to Order Roll Call Present: Council President Roxanne Murphy, At Large Council Member April Barker, First Ward Council Member Gene Knutson, Second Ward Council Member Dan Hammill, Third Ward Council Member Pinky Vargas, Fourth Ward Council Member Terry Bornemann, Fifth Ward Council Member Michael Lilliquist, Sixth Ward Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Official Swearing in of Bellingham Police's "Chief For A Day 2018," p. 3 Kayden Taylor David Doll, Police Chief, introduced KaydenTaylor, and swore him in as "Chief for the Day 2018." Introduction of Library Director Rebecca Judd p. 4 Committee Of The Whole Minutes Page 1 July 23, 2018  Rick Olsen, President of the Library Board of Trustees, introduced the new Library Director, Rebecca Judd. Information only. 22012 3. Safe Spaces Report p. 5 Mayor Linville, explained that a couple years ago Council had asked administration to provide "safe spaces" for residents to express concerns about the City, especially with regard to persons not feeling the traditional route of directing their concerns were adequate. City contracted with the Whatcom Dispute Resolution Center to conduct interviews with the Mayor, Council Members, staff, and community stakeholders to provide an assessment. Additionally, the administration asked for recommendations for future action which could be beneficial in creating an open, inviting place for submitting complaints, concerns, and/or suggestions. Moonwater, Executive Director of the Whatcom Dispute Resolution Center, reported her research and recommendations. David Doll, Police Chief, explained the training his officers must attend. A training called Implicit Bias is required often by all officers, as well as de- escalation training. Council members Barker, Vargas and Bornemann asked how to implement the recommendations. An ombudsman was recommended for receiving complaints. April Barker / Michael Lilliquist moved to bring the item back to the Justice Committee for further discussion. MOTION CARRIED 7-0. 22013 4. Incarceration Prevention and Reduction Task Force Annual Report p. 33 Jack Hovenier and Jill Bernstein, Task Force Co-Chairs, presented the 2018 annual report on the Whatcom County Incarceration Prevention and Reduction Task Force. Information only. 5. Approval of City Council Committee and/or Special Meeting Minutes Dan Hammill / Gene Knutson moved approval of the July 9, 2018 minutes of the Committee meetings as submitted. MOTION CARRIED 7-0. 6. Old/New Business Committee Of The Whole Minutes Page 2 July 23, 2018  Terry Bornemann announced he will celebrating the 60th anniversary of our relationship with the Sister City, Tateyama, Japan, in the city of Tateyama next month and will not be able to attend the next City Council meeting. Council President Murphy asked for Committee coverage for Terry Borneman's appointments. April Barker volunteered to sit in for Terry on both the Parks and Recreation Committee and the Public Works Committee while he is away. April Barker / Michael Lilliquist moved to add an agenda item, neighborhood equity audit for discussion to the Planning and Community Development Committee. MOTION CARRIED 7-0.
