City of Bellingham Public Works and Natural Resources Committee Minutes July 23, 2018, 1:00 PM Mayor Kelli Linville Contact: (360) 778-8200, ccmail@cob.org Council Members Gene Knutson, Chair www.cob.org/council Terry Bornemann, Michael Lilliquist All meetings are held in the City Hall Council Chambers at 210 Lottie Street, Bellingham, WA, unless otherwise noted. Call to Order Roll Call Present: Committee Chair Gene Knutson, Second Ward Committee Member Terry Bornemann, Fifth Ward Committee Member Michael Lilliquist, Sixth Ward Council Standing Committee Meeting Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote in the order shown below: Public Works and Natural Resources Gene Knutson, Chair Terry Bornemann; Michael Lilliquist 22007 1. Municipal Broadband Policies, Goals and Interest p. 3 Mayor Kelli Linville explained that the first two agenda items meet two separate interests. The first addresses services. The second is about a policy design. Ted Carlson, Public Works Director, discussed municipal broadband policies, goals and interests. Staff recommended that a study be done on the possibility of being a utility. The Mayor also requested that a study be performed to provide a budget amount for the utility. Terry Bornemann / Gene Knutson moved to direct staff to bring back a proposal for a study on broadband options. MOTION CARRIED 3-0. Public Works and Natural Resources Committee Minutes Page 1 July 23, 2018 21937 2. Dig Once Policy p. 4 Ted Carlson, Public Works Director, discussed the Dig Once Policy. Staff provided revisions of the draft policy for Council review in the agenda packet. If the City provides conduit, they could then lease that to internet service providers. Pinky Vargas asked that there be a bid on the conduit separately for the Roeder Avenue project. 22008 3. Report from the July 16, 2018 Lake Whatcom Policy Group Meeting p. 16 A report on the Lake Whatcom Policy Group meeting that took place July 16, 2018. The report included Tributary and Lake Monitoring update, a review of 2018 stormwater capital projects, an update on County Lake Whatcom Stormwater Utility Service Area Funding study, a mid-season update on the Aquatic Invasive Species Prevention Program, and a review of proposed topics for the September 17, 2018 Lake Whatcom Policy Group meeting.
