Call to Order Roll Call Present: Council President Roxanne Murphy, At Large Council Member April Barker, First Ward Council Member Gene Knutson, Second Ward Council Member Dan Hammill, Third Ward Council Member Pinky Vargas, Fourth Ward Council Member Terry Bornemann, Fifth Ward Council Member Michael Lilliquist, Sixth Ward Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Homeless Outreach Team Update p. 3 Mike Parker, Director of the Whatcom Homeless Service Center, gave an update of the Homeless Outreach Team. Information only. 22043 2. Surplus Lands Assessment, 2018 Report and Action Plan p. 4 Committee Of The Whole Minutes Page 1 August 27, 2018 Kate Newell, GIS Analyst, discussed criteria that determines if a property has surplus potential. Information only. 22044 3. Surplus Lands Proposed Short Term Parcels p. 39 Ted Carlson, Public Works Director, explained that after the surplus land assessment is done, 5 parcels were determined to be short term properties. April Barker / Michael Lilliquist moved the item to a public hearing. MOTION CARRIED 7-0. 4. Approval of City Council Committee and/or Special Meeting Minutes No meeting minutes were presented for approval. 5. Old/New Business Dan Hammill directed legislative staff to explore educating restaurants in the City on the use of plastics, Styrofoam and straws and converting to better environmentally safe products. This would not be a ban but an educational effort. Terry Bornemann reported that he just arrived home from Tateyama, Japan. He reported how they value the 60th Anniversary of our Sister City relationship. They put on a large celebratory event. April Barker / Michael Lilliqust moved to add the commercial code to the running list and to reevaluate the efficacy of "use qualifier." MOTION CARRIED 7-0. Mayor Linville announced that Brian Henshaw, Finance Director, will be moving onto to work at Skagit PUD. Andy Asbjornsen, has been appointed as the Interim Finance Director. She introduced Andy and asked Council to welcome him. Roxanne Murphy would like to establish a process of submitting agenda bills. Adjournment Committee moved to Executive Session at 3:43 PM.
