Call to Order The meeting was called to order by Council President Murphy at 7:00 p.m. Announcements & Upcoming Meetings: Bellingham City Council meets all requirements of the State of Washington Open Public Meetings Act. 1. On Monday, September 10 at 7 p.m., there will be a Public Hearing on a proposed resolution providing for the City to partially relinquish a general utility easement located in vacated alley between Ferry Ave. and Adams Ave. 2. On Monday, September 24 at 7 p.m., there will be a Public Hearing on establishing regulations for temporary homeless shelters 3. On Monday, September 24 at 7 p.m., there will be a Public Hearing to consider an ordinance relating to land division, land use planning and utilities Pledge of Allegiance Led by Council President Murphy. Funding could be from sales tax revenue and could pay for themselves if properly managed. Council Standing Committee Meetings: Planning and Community Development Michael Lilliquist, Chair April Barker; Daniel Hammill 22039 1. Neighborhood Equity Discussion Discussion during Committee. The Committee invited outside institutions to report and weigh in on the issue at a later meeting. Information only. Public Works and Natural Resources Gene Knutson, Chair Terry Bornemann; Michael Lilliquist 20602 1. Request for Water Service at 4703 Aldrich Road Ted Carlson, Public Works Director, updated the Council on the property circumstances. The item has been postponed to the next meeting on Sept 10, 2018. 22006 2. Proposed Ordinance Establishing Regulations for the Deployment of Small Cell Facilities in City Rights-of-Way Michael Lilliquist / Pinky Vargas moved to amend part D of section 13.16.030 and part A of Section 13.16.090. Michael Lilliquist read the changes into the record. MOTION CARRIED 7-0. Gene Knutson / Dan Hammill moved the ordinance for first and seconrd reading. MOTION CARRIED 7-0 22040 3. Proposed Ordinance Amending the City's Right-of-Way Franchise Regulations Gene Knutson / Michael Lilliquist moved for first and second reading as amended in section 13.15.290 the first sentence of the paragraph. Proposed Ordinance Amending Bellingham Municipal Code Chapters 6.04 and 6.05 to Adopt Uniform General Business License Requirements Mandated by the State of Washington Dan Hammill / Gene Knutson moved for first and second reading. Homeless Outreach Team Update Presentation by Mike Parker, Director of the Whatcom Homesless Services Center was given during Committee. Information only. 22043 2. Surplus Lands Assessment, 2018 Report and Action Plan Discussed during Committee. Information only. 22044 3. Surplus Lands Proposed Short Term Parcels Discussion during Committee. Roxanne Murphy / Gene Knutson moved to add to the Public Hearing process. MOTION CARRIED 7-0. 4. Approval of Minutes No minutes were presented for consideration. 5. Old/New Business Dan Hammill opposed an article written in the Bellingham Herald and defended the source of income ordinance that Council passed earlier in the year. Pinky Vargas acknowledged the loss of Senator John McCain. April Barker announced that the airport will put on an Airfest on September 8 from 11 - 4 PM Executive Session – Report and Action only. 1. For information and discussion. No action taken. 2. Labor Relations: Review Proposals for AFSCME Local No. 114 Roxanne Murphy / Dan Hammill moved to ratify the Mediator's Proposed Agreement with the following general terms: WAGE INCREASES: 5% January 1, 2018 0% January 1, 2019 BENEFITS: An increase in the City's contribution to Medical Health Care at 5% in each of 2018 and 2019. MOTION CARRIED 7-0. 3. Evaluation of Qualifications of Applicants to a City position: Council discussed the qualifications of applicants for the position of Legislative Assistant. For information and discussion. No action taken by City Council. Mayor's Report Standing time for briefings, updates and reports to Council by the Mayor, if needed. Information only. Mayor Linville acknowledged the ratification of the contract with AFSCME Local Union 114 and she appreciates the negotiations done by the H/R staff. The City will be hosting many events next week with our Sister City, Tateyama, Japan. The Mayor expressed her gratitude to the HOT (Homeless Outreach Team) and the work they do. Community Survey will be implemented. Also will be adding some questions on equity but very similiar to the survey in years past and findings will be presented after the beginning of the year. Consent Agenda All matters listed on the Consent Agenda are considered routine and/or non-controversial items and may be approved in a single motion. Grant Agreement Between the City of Bellingham and the Washington State Department of Ecology for the Meridian Street Water Quality Improvement Project (EV-0162) 22049 5. Grant Agreement Between the City of Bellingham and the Washington State Department of Ecology for the Lake Whatcom Water Quality Retrofits Project (EV-0159) 22050 6.
