Call to Order Roll Call Present: Committee Chair Gene Knutson, Second Ward Committee Member Michael Lilliquist, Sixth Ward Committee Member Pinky Vargas, Fourth Ward Excused: Committee Member Terry Bornemann, Fifth Ward Council Standing Committee Meeting Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote in the order shown below: Public Works and Natural Resources Gene Knutson, Chair Terry Bornemann; Michael Lilliquist 22026 1. Washington Conservation Corps End-of-Year Presentation p. 3 Analiese Burns, Habitat and Restoration Manager, introduced a presentation from the Washington Conservation Corps. The Washington Conservation Corps worked with the City of Bellingham throughout the year to restore natural habitat. Information only. 22027 2. Bid Award for the Cordata/Stuart Roundabout, Bid 49B-2018 p. 5 Public Works and Natural Resources Committee Minutes Page 1 August 20, 2018 Chad Schulhauser, Assistant PW Director, introduced the project. Staff recommended approval. Council Member Vargas moved to recommend approval. MOTION CARRIED 3-0. 22028 3. Approval to Enter into Loan Agreement for Roeder Sewer Lift Station p. 9 Improvements with the Department of Ecology Council Member Vargas moved to recommend approval. MOTION CARRIED 3-0. 21967 4. Governors Point Wholesale Water Service Agreement p. 56 Council Member Lilliquist moved to recommend approval. MOTION CARRIED 3-0. 22029 5. Inter-Agency Agreement with Washington State Department of p. 101 Ecology to Sponsor Two Washington Conservation Corps Crews for Natural Resource Projects Renee LaCroix, Assistant Public Works Director, explained that the contract pays for another two year program for the Washington Conservation Corps. Council Member Lilliquist moved to recommend approval. MOTION CARRIED 3-0.
