Bid Award for Cordata Safe Routes to School Funded Aldrich Road ES- p. 4 0531 Bid 68B-2018 Public Works Director Ted Carlson presented the bid award. An Addendum to the Interlocal Cooperation Agreement Among p. 9 Whatcom County, the City of Bellingham and the Port of Bellingham, Regarding a Coordinated Approach to Funding Economic Development Activities Economic Development Manager Tara Sundin introduced the Addendum to the Interlocal Cooperation Agreement. Don Goldberg, Director of Economic Development for the Port of Bellingham spoke on the Interlocal Cooperation Agreement and shared the Port's strategic plan for the year. Michael Lilliquist / Terry Bornemann moved to bring this item to committee to discuss opportunity zones. MOTION CARRIED 7-0. Michael Lilliquist / Gene Knutson moved to recommend approval of the Addendum to the Interlocal Cooperation Agreement. MOTION CARRIED 7-0. 22164 4. Interlocal Agreement with the Port of Bellingham for the Construction p. 14 of a Boathouse for the Salish Star and Moorage Fire Chief Bill Newbold presented. Approval of City Council Committee and/or Special Meeting Minutes Gene Knutson / Hannah Stone moved to recommend approval of the December 10, 2018 Committee Meeting Minutes. MOTION CARRIED 7-0. 7. Old/New Business Councilmember Gene Knutson said the City Council needs a new photograph. Legislative Assistant Monea Kerr will set a photoshoot up for Monday, January 28th at 6:00 or 6:30 PM. Councilmember Terry Bornemann said he has received a number of calls over the holidays about the closing down of the Leopold and the crisis it creates. He said he received more contacts on this than any other issue. There are 80 people in the community loosing housing because of this. He said he wanted to bring up the idea, but doesn't know what we can do about it. The company is working with organizations for relocation of the dislocated community members. Committee Of The Whole Minutes Page 4 January 7, 2019  Councilmember Pinky Vargas said she attended the opening of Winterhaven on Saturday behind City Hall. She wanted to thank Planning, Public Works, the City, and HomesNow! for taking the charge on the project, She said she really appreciates the City and City staff for making it happen. Councilmember April Barker was hoping Council could get updated on Safe Spaces with the Whatcom Dispute Resolution Center. Deputy Administrator Brian Heinrich said the City is in contract negotiations that will hopefully be resolved at the end of the month. Adjournment Committee of the Whole adjourned at 2:42 PM.
