Call to Order The meeting was called to order by Council President Hammill at 7:00 p.m. Announcements & Upcoming Meetings: Bellingham City Council meets all requirements of the State of Washington Open Public Meetings Act. 1. On January 28, 2019 at 7:00 PM in the City Council Chambers, there will be a public hearing on a proposed resolution of the Bellingham City Council providing for the City to partially relinquish, a general utility easement retained in Ordinance 6882, which is located in a vacated alley between Ferry Avenue and Adams Avenue. The Public Hearing is being rescheduled for February 11, 2019. Pledge of Allegiance Led by Council President Hammill. Roll Call Present: Council President Daniel Hammill, Third Ward Council Member April Barker, First Ward Council Member Gene Knutson, Second Ward Council Member Pinky Vargas, Fourth Ward Council Member Terry Bornemann, Fifth Ward Council Member Michael Lilliquist, Sixth Ward Council Member Hannah Stone, At-Large 15-Minute Public Comment Period Anne Mackie, reviewed her previous request from last month's meeting which included asking the Bellingham School District to move their bus barn facility off of Whatcom Creek. She would like the City to work with the school district to move their City of Bellingham Regular City Council Meeting Page 1 of 6 1/7/2019 Minutes  location of their bus barn. She informed Council that tomorrow night two school board administrators will be attending the York Neighborhood Association meeting. Harlow Friday, addressed Council to inform them about a recently built DADU that abuts his property. He stated the construction of the structure was finalized with the City without storm water and driveway problems addressed. He would like the building code enforced. Bridget Reeves, of the Lighthouse Mission Ministries, gave an update on services provided by community partners to house unsheltered people during the cold weather months. Fountain Community Church is housing 20-45 women nightly. The Lighthouse Mission Drop-in Center has seen an increase of day use about 50%. She also reported an increase of the overnight center for the month of December. They continue to look for another long-term location for the Mission. She thanked Council Member Dan Hammill for recently touring the Mission and invited all Council Members to take a tour. Emmanuel Feltaous, reported that he is a current resident of the Winter Haven camp. He stated that currently there are about 8-9 people staying there. He thanked Council for approving Winter Haven. Rachel Duval, spoke about Winter Haven and how she now has a safe place to stay. She is grateful for the help that is offered to her while she waits for permanent housing. She thanked Council for allowing the camp. James Peterson, President of HomesNow!, thanked the Council, Planning Department, and Police for allowing them to set up Winter Haven. He is grateful that the City gave them the space to use and a place to sleep that is safe. Jonah Longhorn, is pleased with the help that Homes Now has offered and assisted him. Mayor's Reappointment of Sharon Rice as the Hearing Examiner for the City of Bellingham Daniel Hammill / April Barker moved to approve the Mayor's reappointment of Sharon Rice, as the Hearing Examiner for the City of Bellingham. Bid Award for Cordata Safe Routes to School Funded Aldrich Road ES-0531 Bid 68B-2018 Daniel Hammill / Michael Lilliquist moved to recommend approval the Bid Award for Cordata Safe Routes to School Funded Aldrich Road ES-0531 for Bid 68B-2018 to Strider Construction, as the lowest responsive, responsible bidder and to authorize the Mayor to enter into a contract with them for the amount of $629,814.00, which includes any applicable WSST. MOTION CARRIED 7-0. 22163 3. An Addendum to the Interlocal Cooperation Agreement Among Whatcom County, the City of Bellingham and the Port of Bellingham, Regarding a Coordinated Approach to Funding Economic Development Activities Daniel Hammill / Pinky Vargas moved to approve the Interlocal Cooperation Agreement among Whatcom County, the City and the Port of Bellingham, regarding a coordinated approach to funding economic development activities. MOTION CARRIED 7-0. 22164 4. Interlocal Agreement with the Port of Bellingham for the Construction of a Boathouse for the Salish Star and Moorage Daniel Hammill / Gene Knutson moved approval of the Interlocal Agreement between the Port of Bellingham and the City for the construction of a boathouse for the Salish Star and moorage. MOTION CARRIED 7-0. 22165 5. 2019 City Council Reorganization Nominations and elections of officers to Committees was held during Committee of the Whole. The following elections were made: Dan Hammill as Council President. Michael Lilliquist as the Council President Pro Tempore. Gene Knutson as the Mayor Pro Tempore. Discussion included bring back the Economic Development Committee. It was agreed the Economic Development Committee would be added to the Finance and Personnel Committee creating a "Finance/Economic Development Committee." Pinky Vargas was elected as the Chair of the Finance/Economic Development Committee. Michael Lilliquist was elected as the Chair of the Parks and Recreation Committee. April Barker was elected as the Chair of the Planning and Community Development Committee. Terry Bornemann was elected as the Chair of the Public Safety Committee. Hannah Stone was elected as the Chair of the Justice Committee. Dan Hammill / Pinky Vargas moved approval all the appointments. MOTION CARRIED 7-0. Michael Lilliquist / Gene Knutson moved approval to accept the Ex-Officio Appointments in their entirety. MOTION CARRIED 7-0. 6. Approval of Minutes Gene Knutson / Pinky Vargas moved approval of the December 10, 2018 minutes of the regular City Council meeting as submitted. MOTION CARRIED 7-0. 7. Old/New Business Council Member Vargas reported that Winter Haven has a Facebook page where interested volunteers can look to see what needs are listed. The website is usually updated daily. Executive Session – Report and Action only. 1. Potential Litigation: Claim No. 2018-44, Claim No. 2018-45, and Claim No. 2018-48 Staff provided information on a potential litigation matter. Brian Heinrich, reported that at the foreseeable future, it is difficult to know specifics but that Federal grants could be delayed if the Shut-Down continues for a long time. 22166 1. Mayor's Reappointment of Mike Estes to the Planning and Development Commission (Approval) April Barker / Pinky Vargas moved approval of the Mayor's reappointment of Mike Estes to the Planning and Development Commission.
