Call to Order Roll Call Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote in the order shown below: Committee Of The Whole Daniel Hammill, Chair April Barker; Gene Knutson; Pinky Vargas; Terry Bornemann; Michael Lilliquist, Hannah Stone 22188 1. Discussion of Sustainable Budget Strategies p. 3 Mayor Kelli discussed the purpose of the sustainable budget strategies. She was joined by Deputy Administrator Brian Heinrich and Budget Manager Forrest Longman, who discussed different aspects of the sustainable budget strategies. April Barker / Michael Lilliquist moved to have a City Council retreat regarding sustainable budget strategies before April of this year and continue to work with the Mayor to have committee of the whole meetings to have specific conversations about it as well. MOTION CARRIED 7-0. 22189 2. An Interlocal Agreement Between Whatcom County and the City of p. 14 Bellingham to Support the Ground-Level Response and Coordinated Engagement (GRACE) Program Committee Of The Whole Minutes Page 1 January 28, 2019  Community and Economic Development Manager Tara Sundin presented the Interlocal Agreement. Gail deHoog, Housing Specialist with the Whatcom County Health Department, provided an update on the Ground-Level Response and Coordinated Engagement (GRACE) Program. Gene Knutson / April Barker moved to recommend approval of the interlocal agreement. MOTION CARRIED 7-0. 3. Approval of City Council Committee and/or Special Meeting Minutes Gene Knutson / Terry Bornemann moved to recommend approval of the January 7, 2019 Committee Meeting minutes. MOTION CARRIED 7-0. 4. Old/New Business Councilmember Michael Lilliquist said trees were removed on Roeder Avenue and it brought to his attention that the tree well best practices are larger than the standards we use. Many jurisdictions have adopted standards on tree well size in their municipal code. On Roeder Avenue, 100 cubic feet is what is expected, but Councilmember Lilliquist doesn't think that is a large enough standard. Councilmember Lilliquist requested that Policy Analyst Mark Gardner look into this and provide a short report on best practices of tree well size so the City can devleop guidelines. Michael Lilliquist / Pinky Vargas moved to request Mark Gardner to research best practices on urban street tree well size. MOTION CARRIED 6-1. April Barker objected. Councilmember April Barker wanted to give a thank you to Legislative Assistant Monea Kerr for organizing the City's Martin Luther King Event this year. It was spectacular and she heard so many wonderful things from the community. It brought a really diverse group of people who now are more engaged and have suggestions on things they'd like to see at future events. Councilmember Barker said she doesn't think this would have happened with out Monea's perspective and what she brought to the table, and of course the volutneers sharing their time and their talent with this community. The event featured a group of inspiring and amazing women who spoke and performed. She wanted to let Monea know she is doing a fabulous job and thanked her for being willing to take on this position.
