City of Bellingham Committee Of The Whole Minutes March 25, 2019, 1:30 PM Mayor Kelli Linville Contact: (360) 778-8200, ccmail@cob.org Council Members April Barker, Gene Knutson, Daniel Hammill, www.cob.org/council Pinky Vargas, Terry Bornemann, Michael Lilliquist and All meetings are held in the City Hall Council Chambers at Hannah Stone 210 Lottie Street, Bellingham, WA, unless otherwise noted. Call to Order Roll Call Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote in the order shown below: Committee Of The Whole Daniel Hammill, Chair April Barker; Gene Knutson; Pinky Vargas; Terry Bornemann; Michael Lilliquist, Hannah Stone 22257 1. Discussion of Capital Facilities p. 3 Mayor Kelli Linville introduced the item. Public Works Director Ted Carlson gave a presentation on capital facilities. Council asked questions and had a discussion following the presentation. Information Only 22025 2. Discussion Regarding the Preservation of Manufactured Home Parks p. 5 in Bellingham Planning Director Rick Sepler introduced the item and gave context. Consultant David Nemens presented the discussion. Council asked questions and had a discussion following the presentation. 3. Approval of City Council Committee and/or Special Meeting Minutes Committee Of The Whole Minutes Page 1 March 25, 2019 Gene Knutson / Michael Lilliquist moved to recommend approval of the March 11, 2019 Committee meeting minutes as submitted. MOTION CARRIED 6-1. Pinky Vargas excused. 4. Old/New Business Councilmember Michael Lilliquist mentioned putting in a time right after the regular public comment period so the administration could address public comments, which was brought up at the beginning of the year. Council discussed this possibility. April Barker / Michael Lilliquist moved to recommend putting the mayor's report at the beginning of the regular city council meetings after the public comment period starting next meeting. MOTION CARRIED 6-0. Pinky Vargas excused. Councilmember Dan Hammill opened up the floor so the Council could have a conversation about the City Council retreat and the possibility of canceling it. Council discussed. Dan Hammill / Gene Knutson moved to cancel the retreat and do City business in the public eye. MOTION FAILED 3-3. Hannah Stone, April Barker and Michael Lilliquist opposed.
