Call to Order
The meeting was called to order by Council President Hammill at 1:00 PM.

Council Standing Committee Meetings:
Open to the public to attend. Note: there is generally no public comment period for Committee
sessions. Standing Committee Members receive reports and information, ask questions and,
when appropriate, vote on a recommended action for consideration by the full Council at the
Regular Meeting. The notice of Committee Meetings identified below also serves as notice of
Special Meetings of the City Council at the times identified as Council Members who are not
members of the committee routinely attend and participate in the Committee Meetings.
Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the
evening prior to deliberation and formal vote in the order shown below:

22269 1. 2018 Financial Year End Review
Andy Asbjornsen, Finance Director, gave a summary of the City's financial
position for the period ending December 31, 2018. Highlights included
economic indicators, investment returns, and revenues and expenses at the
Citywide level. Details on special revenue funds, enterprise funds, internal
service funds and the general fund were all discussed. General Fund
departments stayed within their budget authority. Overall, the City ended the
year in a stronger economic state, with actual revenues exceeding budget
projections and expenses staying within budgeted amounts.
This presentation and additional financial information are available on the City's
website. Information only.
2. Approval of City Council Committee and/or Special Meeting Minutes
Michael Lilliquist / Gene Knutson moved to approve the minutes from the
March 25, 2018 Committee Meetings.
MOTION CARRIED 5-0, April Barker and Pinky Vargas excused.
3. Old/New Business
Michael Lilliquist reported that he attended a community event this weekend
for electric charging stations.
