Call to Order The meeting was called to order by Council President Hammill at 7:00 p.m. Announcements & Upcoming Meetings: Bellingham City Council meets all requirements of the State of Washington Open Public Meetings Act. 1. On May 6, 2019 at 7:00 PM in the City Council Chambers, there will be a public hearing on proposed amendments to the 2009 Samish Way Urban Village Subarea Plan and regulations. Roll Call Present: Council President Daniel Hammill, Third Ward Council Member April Barker, First Ward Council Member Gene Knutson, Second Ward Council Member Pinky Vargas, Fourth Ward Council Member Terry Bornemann, Fifth Ward Council Member Michael Lilliquist, Sixth Ward Council Member Hannah Stone, At-Large 15-Minute Public Comment Period Joseph McDonald, spoke of demise of society and dangers of operating a motor vehicle. Amy Glasser, commented on the Bellingham Herald article about the City's stance on homelessness. She objected to the City's position that there are enough beds in shelters. She advocated for other persons experiencing homelessness that may fall through the cracks. She believes a healthy option is to build tiny homes. Mayor Linville clarified the process of how agenda bills are delegated to certain committees. She explained that the Administration expects Council to move agenda bills to other committees if they wish to do so. Council Member Vargas asked for an update on closed captioning for our council meetings. The Mayor will explore that and report back. 22277 1. Mayor's Appointment of Paul Moore to the Mayor's Neighborhood Advisory Commission (Information) The Mayor appoints Paul Moore as the Lettered Streets Neighborhood Primary Representative to his first partial term, which will expire on October 8, 2020, at which time he may be reappointed. Chestnut Street to Install Bike Lanes April Barker / Hannah Stone moved to approve the proposed removal of On-Street Parking on W. Chestnut Street to Install Bike Lanes. MOTION CARRIED 7-0. 22279 2. An Ordinance Regarding Public Works Permits for Use of the Right-of-Way: Repealing Chapter 6.08 (Carnivals and Sidewalk Vending); Amending Chapter 13.12 (Street Obstruction Permits); and Repealing and Replacing Chapter 13.14 (Right-of-Way Use Permits) Gene Knutson / April Barker moved for first and second reading. Council Member Knutson reported that in 2007, Bellingham started a journey to reduce climate impacts of greenhouse gas emissions by writing the City's first Climate Action Plan. Since then, the City has implemented many programs and numerous actions. Between 2000 and 2015, municipal emissions dropped by 68.3%. Information only. Overview and Discussion of Recently Expanded City-Supported Programs Serving Vulnerable Households Experiencing Homelessness, Including Prevention Services Presentation during Committee. Representatives from Lydia Place and Opportunity Council gave presentations on their recently expanded City-supported programs. First, Emily O'Connor of Lydia Place, asked thoughtful questions, and asked Council to consider what measures success. Second, it was recommended that the Committee look for opportunities to build flexibility into the City’s coordinated entry system with Opportunity Council's programs. Lastly, land use barriers in the City’s zoning may block potential sites that could be used to build more affordable housing and daycare centers. Information only. City Council Special Meeting Peter Ruffatto, City Attorney, reported on the closed record hearings. Council will need to approve the recommended findings from the Hearing Examiner, the amount set for compensation and approve the reading of the ordinance. 22282 1. A Closed Record Hearing to Consider a Partial Street Vacation of South State Street Abutting 614 and 622 11th Street, Generally Located Between Bayview Drive and Easton Avenue April Barker / Gene Knutson moved for first and second reading of the ordinance, approval of the Hearing Examiners findings and conclusion and approval the vacation and approval of the proposed form and amount of compensation as recommended by staff. A Closed Record Hearing to Consider a Petition to Vacate 2,335 Square Feet of Unimproved Right-of-Way at the Southeastern End of Rimland Drive Michael Lilliquist / Gene Knutson moved for first and second reading of the ordinance, approval of the Hearing Examiners findings and conclusion and approval the vacation and approval of the proposed form and amount of compensation as recommended by staff. MOTION CARRIED 7-0. Public Safety Terry Bornemann, Chair Gene Knutson, Hannah Stone 21673 1. Update on the Community Paramedic Program in the City of Bellingham Presentation during Committee. People who generate twelve or more calls annually are contacted by a paramedic. The paramedic then works with the individual to see if they can help work to reduce those calls. Information only. Outreach and Enforcement Update on Complaints Concerning Illegal Tent and Vehicle Encampments Bellingham Police Department's Outreach Division gave an update to Council on outreach and enforcement efforts concerning complaints received regarding illegal tent and vehicle encampments along with clean-up efforts. Information only. 21886 3. Presentation of Jail Alternatives 2016-2018 A presentation was given on the statistical analysis of the jail alternatives from 2016 - 2018. Information only. 4. Approval of Minutes Michael Lilliquist / Gene Knutson moved approval of the April 8, 2019 minutes of the regular City Council meeting as submitted. MOTION CARRIED 6-0, Pinky Vargas abstained. 5. Old/New Business Michael Lilliquist / Pinky Vargas moved to bring forth a resolution for consideration that supports the month of April as Sikh Awareness Month. MOTION CARRIED 7-0. The resolution will be brought forth for a vote at the May 6 meeting. Council Member Stone, inquired of the Administration about the Safe Spaces program by the Whatcom Dispute Resolution Center. Brian Heinrich, Deputy Administrator, reported that the WDRC (Whatcom Dispute Resolution Center) is working on development of a program, that includes looking into best practices and criteria for an intake process and evaluation tools.
