Call to Order Roll Call Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. An Ordinance Amending Council Ward Boundaries to Include Approximately 250 Acres of Recently Annexed Property James Erb presented the ordinance. Council asked questions and had a discussion following the presentation. Michael Lilliquist / Terry Bornemann moved to recommend approval of the ordinance. MOTION CARRIED 6-1. Outreach and Enforcement Update on Complaints Concerning Illegal Tent and Vehicle Encampments Committee Of The Whole Minutes Page 1 April 22, 2019  Deputy Police Chief Flo Simon introduced the item. Luetenant Crass presented the outreach and enforcement update. Council asked questions and had a discussion following the presentation. Information only. 21886 3. Presentation of Jail Alternatives 2016-2018 Court Administrator Darlene Peterson provided the presentation. Council asked questions and had a discussion following the presentation. Information only. 4. Approval of City Council Committee and/or Special Meeting Minutes Michael Lilliquist / Gene Knutson moved to recommend approval of the April 8, 2019 Committee meeting minutes as submitted. MOTION CARRIED 6-0. Recused: Pinky Vargas 5. Old/New Business Councilmember Lilliquist provided an update from the WTA Board. April Barker / Gene Knutson moved to ask the council to allow Councilmember Barker to develop an Agenda bill to have a conversation around apprenticeship utilization to the Public Works Committee. MOTION CARRIED 7-0. Councilmember Vargas attended the Firefighters Awards and Recognition event and wanted to thank our firefighters for their service. She also requested an update on closed captioning for our hearing impaired residents. Councilmember Lilliquist said he would like to start a discussion on bike share and scooter share in Bellingham at a Council meeting in the near future. Councilmember Stone spoke about the Salvation Army and their strategic planning. Councilmember Knutson reported about the City's Earth Day Work Party. Councilmember Hammill joined prosecutor Richie's transition team last week and wants to make sure there is a seamless integration with GRACE.
