Call to Order Roll Call Present: Council President Daniel Hammill, Third Ward Council Member April Barker, First Ward Council Member Gene Knutson, Second Ward Council Member Pinky Vargas, Fourth Ward Council Member Terry Bornemann, Fifth Ward Council Member Michael Lilliquist, Sixth Ward Council Member Hannah Stone, At-Large Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. A Presentation by Bellingham Whatcom County Tourism on the p. 3 County-Wide Wayfinding System Committee Of The Whole Minutes Page 1 May 20, 2019  Council Member Vargas introduced Sandy Ward, of Bellingham Whatcom County Tourism. Her presentation included an overview of the wayfinding process, the approach, design and next steps. Council Member Vargas stated that fourteen of the current utility boxes will have art applied to cover them. Information only. 2. Approval of City Council Committee and/or Special Meeting Minutes April Barker/Michael Lilliquist moved approval of the City Council Committee minutes of May 6, 2019 and Special Meeting minutes of May 13, 2019. MOTION CARRIED 7-0. 3. Old/New Business Council Member Barker will be bringing forth a draft resolution on June 3, to support the Youth Pride Parade on June 9th, and a draft resolution to affirm and support full access to reproductive services. Council Member Vargas attended the Western Washington University Alumni concert that was held at Civic Field. In attendance, she spoke with all city service staff and alumni organizations and everyone was satisfied with the event. Council Member Lilliquist, announced that all Council Members were invited to participate with the police skills training. He noted that many police departments and communities do not receive similar training and that the training we are doing is at a much higher level. He also mentioned how the bike lane along Roeder Avenue disappears as it goes up Chestnut Avenue. He recommended that Council request a briefing on the bike lane by Public Works in a future Public Works Committee meeting. Council Member Hammill requested that the Council’s Legislative Analyst, Mark Gardner, research San Francisco's recent ban on facial recognition software. No objections were made to the request. Council moved into Executive Session at 2:01 PM for approximately twenty-five minutes. Adjournment There being no further business, the meeting adjourned at 2:30 PM.
