Update on the 2019 Legislative Session p. 3 Deputy Administrator Brian Heinrich introduced Tom McBride of McBride Public Affairs. McBride gave an update on the 2019 Legislative Session. Annual Update on the Bellingham-Whatcom County Commission on p. 5 Sexual & Domestic Violence Committee Of The Whole Minutes Page 1 June 3, 2019  Susan Marks, Executive Director of the Bellingham-Whatcom County Commission on Sexual and Domestic Violence, presented an annual update. Council asked questions and had a discussion following the presentation. Information only. 22334 3. Resolution Commemorating the 20th Anniversary of the Whatcom p. 17 Creek Pipeline Explosion Council President Daniel Hammill presented the resolution. Council shared their sentiment for the victims and those affected by the incident. Daniel Hammill / Gene Knutson moved to recommend approval of the resolution. MOTION CARRIED 7-0. 22312 4. Council Work Session Regarding the Draft 2020-2025 Transportation p. 20 Improvement Program (TIP) Public Works Director Ted Carlson opened up the work session. He was joined by Transportation Planner Chris Comeau, who spoke more about the Transportation Improvement Program (TIP). Council asked questions and had a discussion following the presentation. Gene Knutson / Pinky Vargas moved to recommend approval of the 2020-2025 Transportation Improvement Program (TIP). MOTION CARRIED 7-0. 22335 5. Overview and Discussion of the County's 5-Year Plan to Address p. 57 Homelessness, and Related City Activities Involving Housing and Homelessness Community and Economic Development Manager Tara Sundin introduced the presentation. Anne Deacon, Human Services Manager with the Whatcom County Health Department, presented an overview of the County's 5-year Plan to Address Homelessness. Housing Services and Program Manager Samya Lutz presented the City's Consolidated Plan priorities. Information only. Committee Of The Whole Minutes Page 2 June 3, 2019 Approval of City Council Committee and/or Special Meeting Minutes Councilmember Michael Lilliquist provided a correction to the May 20, 2019 Planning and Community Development Committee meeting minutes to reflect "energy efficiency standards to achieve the 1.0 FAR bonus." Gene Knutson / April Barker moved to recommend approval of the May 20, 2019 Committee Meeting minutes as amended and the May 20, 2019 Special Meeting minutes. MOTION CARRIED 7-0. Old/New Business Councilmember Hammill delivered the Sikh Resolution to the Sikh Temple in Lynden and it was very well recieved. He also thanked Chief Doll for inviting him to the emergency vehicle training showcase. Councilmember will attend the County Council meeting tomorrow regarding the Youth and Young Adult Incarceration Resolution. Councilmember Lilliquist was wondering if there is interest in providing childcare for the City Council meetings if we can be notified ahead of time. Childcare could be available if it was asked for. Council expressed interest and will look into this item. Councilmember Barker wanted to make Council and the community aware that the Youth Pride Parade takes place on Sunday, June 9th from 10:30 AM to 2:00 PM at Bellingham High School Adjournment Committee of the Whole adjourned at 3:56 PM.
