Call to Order The meeting was called to order by Council President Hammill at 7:00 p.m. Announcements & Upcoming Meetings: Bellingham City Council meets all requirements of the State of Washington Open Public Meetings Act. A Presentation by a Graduate Research Team from the University of Washington's (UW) Department of Urban Planning on their Assessment of Interest from UGA Residents to Potentially Annex to the City Greg Aucutt, Assistant Planning Director, introduced the presentation. The Graduate Research Team from the University of Washington's Department of Urban Planning gave an assessment of interest from UGA residents to potentially annex to the City of Bellingham. Public Hearing on a Resolution Authorizing Relinquishment of Surplus Utility Easements Located in a Vacated Alley and Vacated Portion of Taylor Avenue Between 25th and 26th Streets Ted Carlson, Public Works Director, introduced the proposed relinquishment of retained utility easements at 905 25th Street. Staff has determined the easement surplus and recommends relinquishment. April Barker / Gene Knutson moved final approval of Resolution #2019-17. MOTION CARRIED 7-0. 15-Minute Public Comment Period Public Comment was taken. Mayor's Report Standing time for briefings, updates and reports to Council by the Mayor, if needed. Information only. 1. Emergency Ordinance Alan Marriner, Deputy City Attorney, presented an emergency ordinance relating to land use and zoning, declaring an emergency, establishing an immediate moratorium on development applications and permits relating to the redevelopment of existing mobile home or manufactured home parks. Terry Bornemann / Pinky Vargas moved to enact the emergency ordinance (#2019-06-021) that adopts a one-year moratorium on mobile home parks redevelopment plans with the change to the date of the Public Hearing be set before August 3, 2019 instead of the fourth quarter as listed in the draft. MOTION CARRIED 7-0. 22326 1. Mayor's Reappointment of James Hulbert to the Transportation Commission (Approval) Pinky Vargas / April Barker moved the Mayor's reappointment of James Hulbert to the Transportation Commission. Mayor's Appointment of Jewell Hamilton to the Citizens' Transportation Advisory Group (Information) The Mayor appoints Jewell Hamilton to the Citizens' Transportation Advisory Group. This will be her first term, which will expire on May 21, 2020, at which time she may be reappointed. Information only. 22328 3. Mayor's Appointment of Ryoko Allen to the Bellingham Sister Cities Board (Information) The Mayor appoints Ryoko Allen to her first term, which will expire on May 22, 2022, at which time she may be reappointed. A Resolution Authorizing the City to Enter into a Salmon Recovery Funding Board Grant for Assisting with the Little Squalicum Estuary Project Gene Knutson / April Barker moved final approval of Resolution #2019-18. MOTION CARRIED 7-0. 22329 2. Increasing Apprenticeship Utilization in Bellingham Municipal Contracts Presentation during Committee. Information only. Planning and Community Development 22331 1. An Interlocal Agreement Between Whatcom County and the City of Bellingham to Provide Parking for the Bellingham Senior Activity Center April Barker / Gene Knutson moved to authorize the Mayor to enter into an interlocal agreement between Whatcom County and the City of Bellingham to provide parking for the Bellingham Senior Activity Center. MOTION CARRIED 7-0. 22332 2. Consideration of a Draft Resolution Supporting Access to the Full Spectrum of Reproductive Services City of Bellingham Regular City Council Meeting Page 3 of 7 6/3/2019 Minutes  Council Member Lilliquist expressed concern about #3 of the Resolved section of the Resolution. Council Member Stone asked if no. 3 in the body of the Resolution was something that could be enforced? And what are the consequences of no. 3? Peter Ruffatto, City Attorney, advised that the resolution is an unenforceable statement. Michael Lilliquist / Hannah Stone moved to strike section 3 of the resolution. MOTION FAILED 3-4. Barker, Bornemann, Hammill and Vargas opposed. April Barker / Terry Bornemann moved final approval of Resolution #2019-19 with a modification to the #1 of the Resolves section to include "gender identity and expression, documentation status, income or age." Amendment to Birchwood Park Master Plan Michael Lilliquist / April Barker moved approval of the Birchwood Park Master Plan. 22098 2. Consideration of a Donation to Construct a Public Swim Dock at Bloedel Donovan Park Gene Knutson / Pinky Vargas moved approval of the donation of the swim dock and to accept responsibility of operational aspects. Update on the 2019 Legislative Session City of Bellingham Regular City Council Meeting Page 4 of 7 6/3/2019 Minutes  Presentation during Committee. Tom McBride, McBride and Associates provided an update on the 2019 Legislative Session. The priority items included funding for the Middle Fork Nooksack dam diversion removal, Heritage Capital grant dollars for Mt. Baker Theatre, additional cleanup funding, and the adoption of beneficial housing- related legislation. Information only. 22333 2. Annual Update on the Bellingham-Whatcom County Commission on Sexual & Domestic Violence Presentation during Committee. Staff from the DV Commission provided an update informing Council of the recent work the Commission has done. Information only. 22334 3. Resolution Commemorating the 20th Anniversary of the Whatcom Creek Pipeline Explosion Daniel Hammill / Terry Bornemann moved final approval of Resolution #2019-20. MOTION CARRIED 7-0. 22312 4. Council Work Session Regarding the Draft 2020-2025 Transportation Improvement Program (TIP) Daniel Hammill / April Barker moved final approval of Resolution #2019-22. MOTION CARRIED 7-0. 22335 5. Overview and Discussion of the County's 5-Year Plan to Address Homelessness, and Related City Activities Involving Housing and Homelessness 6. Approval of Minutes Terry Bornemann / Michael Lilliquist moved approval of the May 20, 2019 minutes of the regular City Council meeting as submitted. MOTION CARRIED 7-0. 7. Old/New Business Council Member Vargas, announced that Friday, June 7th, is Gun-Violence Awareness day. She urged the community to wear orange to bring awareness to this issue. She requested Pinky Vargas bring forth a resolution in support of the economy and use the Governor's bill as a model for the resolution. Council Member Barker, announced that the Youth Pride Parade will be on June 9, 2019.
