Call to Order Roll Call Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote in the order shown below: Committee Of The Whole Daniel Hammill, Chair April Barker; Gene Knutson; Pinky Vargas; Terry Bornemann; Michael Lilliquist, Hannah Stone Please be advised that if the City Council is ahead of schedule, they may start with old/new business before the official Committee of the Whole meeting time. 22344 1. Bellingham Police Automated External Defibrillator Program p. 3 Lieutenant Chad Cristelli presented the background behind the Bellingham Police Automated External Defibrillator Program. Byron Sprague spoke about the donors for the program. Corporal Elmendorf gave a demonstration of the Automatic External Defibrillator. Information only. 22345 2. Small and Simple Grant Awards 2019 p. 4 Committee Of The Whole Minutes Page 1 June 17, 2019 Mayor Kelli Linville presented the Small and Simple Grant Awardees for 2019. She was joined by Communications Director Vanessa Blackburn, who shared the specifics of each project. Council had a discussion following the presentation. Information only. 3. Approval of City Council Committee and/or Special Meeting Minutes Gene Knutson / Pinky Vargas moved to recommend approval of the June 3, 2019 Committee Meeting minutes as submitted. MOTION CARRIED 6-0. Daniel Hammill excused. 4. Old/New Business Councilmember Gene Knutson reported about the Essence of Bellingham Competition Awards that took place on Friday, June 7. There were 444 entries. He wanted to thank Allayana Darrow, the Mayor's Office Intern for her work putting the awards ceremony together. Councilmember Terry Bornemann has heard a number of comments from the Lettered Streets neighborhood concerning tree trimming. He wanted to let the public know that it is the property owner's responsibility to keep trees trimmed from the sidewalk, streets, and alleyways. Councilmember April Barker mentioned the City's Demonstration Ordinance and the potential to bring it back with very minor changes to help Kulshan Community Land Trust with a housing affordability project in Birchwood. She wanted to make Council aware that the item might come back through the Planning and Community Development Committee. Adjournment Committee of the Whole adjourned at 2:47 PM.
