Call to Order The meeting was called to order by Council President Pro-tem Michael Lilliquist at 7:00 p.m. Announcements & Upcoming Meetings: Bellingham City Council meets all requirements of the State of Washington Open Public Meetings Act. 1. On July 1, 2019 at 7:00 PM in the City Council Chambers, there will be a Public Hearing on a proposed resolution for the City to partially relinquish a general utility easement located in the vacated southerly 10 foot right-of-way of Adams Avenue between 14th Street and 15th Street Pledge of Allegiance Led by Council President Pro-tem Michael Lilliquist. City of Bellingham Regular City Council Meeting Page 1 of 4 6/17/2019 Minutes City Attorney Peter Rufatto, Public Works Director Ted Carlson, and Mayor Kelli Linville responded to concerns raised during the Public Comment Period. Mayor Kelli Linville thanked all of the boards and commissions members for their service. The annual Boards and Commissions Appreciation event was last week. Mayor Kelli Linville also attended the homecoming event in support of Lummi Nation's Totem Pole Journey to call for the return of their beloved Orca Tokitae. She said it was a great event and she is happy that the City of Bellingham and Lummi Nation are working together. The City is sponsoring the "Paddle to Lummi" event taking place this July. Information only. 3. Approval of Minutes Gene Knutson / Terry Bornemann moved to approve the June 03, 2019 Regular Meeting Minutes as submitted. MOTION CARRIED 6-0. Daniel Hammill excused. 4. Old/New Business Executive Session 2:30 PM Closed to the public. Report in the Regular Meeting only: 1. Labor Relations: Review Proposals for IAFF Local No. 106S (Johnson, approx. 5 mins) Staff provided information on the proposed 2018-2020 collective bargaining agreement between the City and IAFF 106S. Pinky Vargas / April Barker moved to ratify the tentative agreement reached with the following general terms: Duration: 2018-2020 Wage Increases: January 1, 2018: 3.5% in base rate of pay (retroactive) January 1, 2019: 3.5% in base rate of pay (retroactive) January 1, 2020: 3.5% in base rate of pay Also, the premium for service longevity will increase by 1.5% each tier. Health Insurance: City of Bellingham Regular City Council Meeting Page 3 of 4 6/17/2019 Minutes The City will contribute a flat dollar amount towards health insurance premiums rather than a percentage of the premiums. The City's contribution towards health insurance premiums will increase by 6% in 2020 over the 2019 maximum employer contribution amount. There will be an option to transition from the City's vision and dental plans to IAFF 107 plans at the same contribution tiers as IAFF 106. MOTION CARRIED 6-0. Daniel Hammill excused. Consent Agenda All matters listed on the Consent Agenda are considered routine and/or non-controversial items and may be approved in a single motion. A member of the Council may ask that an item be removed from the Consent Agenda and considered separately.
