Call to Order Roll Call Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Waterfront District Implementation Status Report p. 3 Economic Development Manager Tara Sundin introduced the report. Rob Fix, the Director of the Port of Bellingham, provided the report. Adopt Resolution Regarding a Sales and Use Tax for Affordable and p. 4 Supportive Housing Under Substitute House Bill 1406 Economic Development Manager Tara Sundin presented the resolution. Post Point Resource Recovery Project Update p. 8 Interim Public Works Director Eric Johnston presented the project update. Rob Johnson, Superintendent of Plants, presented the project update. City Council asked questions and had a discussion following the presentation. Information only. 4. Approval of City Council Committee and/or Special Meeting Minutes Terry Bornemann / Gene Knutson moved to recommend approval of the August 19, 2019 and August 26, 2019 Committee Meeting minutes as submitted. MOTION CARRIED 6-1. Pinky Vargas excused. 5. Old/New Business Councilmember Bornemann attended the ceremony for the Arch of Healing and Reconciliation this past weekend. There were a number of new stones unveiled around the arch with a few different languages saying "Welcome." He said it was a nice community ceremony and was very well attended. The different languages represent our openness to people in our community. Councilmember Lilliquist requested that briefing materials be included in the packet for each Agenda Item. At least a one page memo for the public record would be appreciated. Councilmember Barker attended a community-led co-housing forum where folks were looking at permanently affordable housing. She is looking at bringing this conversation as a workshop to the Planning and Community Development committee and wanted to make sure Council was aware.
