Call to Order
Roll Call
Council Standing Committee Meetings:
Open to the public to attend. Note: there is generally no public comment period for Committee
sessions. Standing Committee Members receive reports and information, ask questions and,
when appropriate, vote on a recommended action for consideration by the full Council at the
Regular Meeting. The notice of Committee Meetings identified below also serves as notice of
Special Meetings of the City Council at the times identified as Council Members who are not
members of the committee routinely attend and participate in the Committee Meetings.
Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the
evening prior to deliberation and formal vote in the order shown below:

Please be advised that if the City Council is ahead of schedule, they may start with old/new
business before the official Committee of the Whole meeting time.
1. Approval of City Council Committee and/or Special Meeting Minutes
There were no minutes for approval.
2. Old/New Business
Councilmember Hammill requested 30-minute discussion of the 2020 priorities
for the Public Health, Safety, and Justice Committee. He also mentioned he is
the Council liaison to the Incarceration Prevention and Reduction Task Force
and that he sits as the co-chair for the Behavioral Health Subcommittee. He
asked the Mayor for an evaluation of training protocols for the surrounding
small cities and Whatcom County behavioral health officers at the February 24th
meeting. He also wanted to inform Council that he will serve as a panelist for HB

1590 as one of the experts on housing through the Washington Low Income
Housing Alliance. He also has worked for a year and a half with Legislative
Analyst Mark Gardner on a single use plastics ban. He will be reaching out to
businesses to understand the potential impacts of such a ban. He has also asked
a group representing folks with disabilities to come forward and be a part of the
discussion on the potential single use plastics ban as it relates to using straws for
folks that have mobility issues. He has been able to secure four folks who are
stakeholders who represent those populations. He will bring this item forward
for further discussion at a later Council meeting.
Councilmember Vargas wanted to remind everyone that Monday is Martin
Luther King, Jr. Day and asked Legislative Assistant Monea Kerr to share about
the City sponsored event at the Mount Baker Theatre.
Councilmember Lilliquist mentioned the Accessibility Etiquette Training.
Legislative Assistant Monea Kerr will schedule this training for Council.
