Call to Order The meeting was called to order by Council President Knutson at 7:00 p.m. Announcements & Upcoming Meetings: Bellingham City Council meets all requirements of the State of Washington Open Public Meetings Act. 1. On January 27, 2020 at 7:00 PM in the City Council Chambers there will be a Public Hearing to consider a draft ordinance establishing allowed zoning districts, permitting processes and health and safety standards for interim housing by creating Bellingham Municipal Code Chapter 20.15A and amending various other sections of the Bellingham Municipal Code. 2. On January 27, 2020 at 7:00 PM in the City Council Chambers there will be a Public Hearing to consider a draft ordinance that makes several amendments to BMC 20.15, temporary shelter regulations. 3. On February 10, 2020 at 7:00 PM in the CIty Council Chambers there will be a Public Hearing to consider the 2020 Parks, Recreation and Open Space Plan, Chapter 7 of the Bellingham Comprehensive Plan. Mayor's Reappointment of Robert Camandona to the Museum Foundation Board (Approval) Daniel Hammill / Pinky Vargas moved approval of the Mayor's reappointment of Robert Camandona to his third term on the Museum Foundation Board. His term will expire on January 27, 2023. MOTION CARRIED 7-0. 22534 2. Mayor's Reappointment of Robert Hendricks to the Citizens' Transportation Advisory Group (Information) The Mayor reappointed Robert Hendricks to his sixth one-year term on the Citizens' Transportation Advisory Group. His term will expire on February 3, 2021, at which time he may be reappointed. 22535 3. Mayor's Appointment of Carter Fuehr-Bush to the Mayor's Neighborhood Advisory Commission (Information) The Mayor appointed Carter Fuehr-Bush as the Birchwood Neighborhood Representative, to his first term on the Mayor's Neighborhood Advisory Commission. Council Standing Committee Meetings: Public Works and Natural Resources Michael Lilliquist, Chair Pinky Vargas, Lisa Anderson 22536 1. Transportation Benefit District Sales Tax Renewal Discussion during Committee. In accordance with Chapter 82.14.0455 RCW, the tax expires after 10 years and may be extended for a period not exceeding 10 years with an affirmative vote of the voters. During Committee, the staff and Council decided they must first meet with Whatcom Transit Authority (WTA) and the Transportation Commission to discuss the tax and return to Council in March for further discussion. Finance and Economic Development Pinky Vargas, Chair Lisa Anderson, Hollie Huthman 22537 1. Lodging Tax Advisory Committee's Amendment to the 2020 Budget Recommendations Discussion during Committee. Council Member Vargas reported that she serves as the chair on the Lodging Tax Advisory Committee (LTAC). She explained that the Committee decided to fund two events this year. The first is a bike festival called, the NW Tune-up. The second is a music festival produced and managed by Artist Home. Pinky Vargas / Daniel Hammill moved to approve an amendment to the budget in the amount of an additional $55,000 that will fund both events. MOTION CARRIED 6-0-1, Hollie Huthman abstained due to a potential conflict of interest (During Committee, she disclosed to the Council that she is an owner of the Shakedown and one of the anticipated signature events could be proposed as the Shakedown hosting the event. Because of this she recused herself from the discussion and vote. Such disclosure took place before the vote of the Council.) Grant of Easement to Washington State Department of Transportation WSDOT plans to replace a culvert under State Route 11/Chuckanut Drive at mile post 18.65. The culvert is being replaced per a 2013 federal injunction, which requires WSDOT to correct approximately 415 culverts under state highways by 2030. WSDOT requested the City to donate the easement. Lisa Anderson / Hollie Huthman moved to recommend approval of the proposed work on the easement. MOTION CARRIED 7-0. Climate Action Hannah Stone, Chair Daniel Hammill, Pinky Vargas 22505 1. Comparison of the Climate Action Task Force Recommendations and the 2018 Climate Action Plan and Discussion of Recommendations Discussion during Committee. During Committee, Council Members looked at a comparison of Task Force recommendations and the 2018 Climate Action Plan. They will work to prioritize recommendations. Nothing has been formally adopted. Information only. Approval of Minutes Michael Lilliquist / Daniel Hammill moved approval of the January 6, 2020 minutes of the regular City Council meeting as submitted. MOTION CARRIED 7-0. Dan Hammill / Michael Lilliquist moved approval of the December 16, 2019 minutes of the regular City Council meeting as submitted. MOTION CARRIED 5-0-2, Anderson and Stone abstained. 2. Old/New Business City of Bellingham Regular City Council Meeting Page 4 of 7 1/13/2020 Minutes  Council Member Vargas announced that this Monday, January 20, 2020, is Martin Luther King, Jr. Day and there will be a celebration event at the Mt. Baker Theatre from noon-1:00 p.m. Council Member Lilliquist reminded all that Wednesday, January 22, 2020, is Treaty Day that is celebrated by our Nooksack Tribe neighbors.
