Call to Order Present: Council President Gene Knutson, Second Ward Council Member Hannah Stone, First Ward Council Member Pinky Vargas, Fourth Ward Council Member Lisa Anderson, Fifth Ward Council Member Michael Lilliquist, Sixth Ward Council Member Hollie Huthman, At-Large Excused: Council Member Daniel Hammill, Third Ward Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Approval of Petition to Vacate a Portion of the Cornwall Avenue p. 4 Right-of-Way Adjacent to Parkview Elementary School Ryan Nelson, Planner, explained a petition to vacate a portion of the Cornwall Avenue right-of-way adjacent to Parkview Elementary School. The request Committee of the Whole Minutes Page 1 September 28, 2020  comes from the Bellingham School District and it requests the City to waive the requirement for compensation because the new elementary school is for the public good. Michael Lilliquist / Hannah Stone moved to recommend approval of the petition. MOTION CARRIED 6-0-1, Dan Hammill excused. 22767 2. Discussion of a Resolution in Support of a Renewal of the Bellingham p. 21 Transportation Fund in the November 2020 General Election Council Member Stone explained the transportation fund, renewal of the tax, and what the fund represents. A public hearing is required and will be held at the October 12, 2020 regular city council meeting. Hannah Stone / Michael Lilliquist moved to recommend approval and a public hearing to be held on October 12, 2002. MOTION CARRIED 6-0-1, Dan Hammill excused. 22768 3. Summary of Electronic Home Monitoring p. 25 Darlene Peterson, Court Administrator, joined by Kathy Smith, Jail Alternatives Diversion Manager. Kathy Smith, gave a presentation on home monitoring programs, GPS and SCRAM. They use both pre-trial and post-conviction. She also explained who is eligible to wear the device. A screening tool is used. Criteria includes criminal history, failure to appear history, age, conviction history, pending charges, outstanding warrants, and any protective orders that have been issued. Currently, about 75% of defendants that are screened qualify for the monitoring program. She outlined the benefits of the GPS and SCRAM programs. Council Members asked questions. 22769 4. Consideration of an Ordinance Amending BMC 2.16.100 which p. 31 Relates to the City’s Electronic Home Detention and Monitoring Program Peter Ruffatto, City Attorney, explained the need to establish wording to explicitly recognizing alcohol monitoring as a part of the program. Consideration of an Ordinance Creating a Shelter Protection Area for p. 35 Base Camp Located at 1530 Cornwall Avenue Rick Sepler, Planning and Community Development Director, explained that this ordinance is not for parking (those living within vehicles) but rather is about those using the Base Camp facility. Those that are utilizing the Base Camp need options for parking. Lisa Anderson / Pinky Vargas moved to recommend approval. MOTION CARRIED 6-0-1, Dan Hammill excused. 22747 6. A Worksession to Consider Amending the Development Agreement p. 49 with Parberry's Inc. and Associated Entities Tara Sundin, Economic Development Manager, introduced the memo that discussed questions Council Members had asked at the last committee meeting. Kevin Moore, CEO of Parberry, reviewed the Redevelopment Strategy, working with developers in the area and values the partnership with the City. Lisa Anderson / Michael Lilliquist moved to approve proposed revisions as discussed and amended before tonight's meeting. MOTION CARRIED 6-0-1, Dan Hammill excused. Michael Lilliquist / Lisa Anderson moved to request staff provide a presentation to the Public Works Committee at a later meeting on the existing contract with SSC for waste and recycling, with an emphasis on recycling in Bellingham and contract terms. Discussion to include landscape for recycling, and long-term prospects. MOTION CARRIED 6-0-1, Dan Hammill excused. 7. Approval of City Council Committee and/or Special Meeting Minutes Michael Lilliquist / Hollie Huthman moved to recommend approval. MOTION CARRIED 6-0-1, Dan Hammill excused. 8. Old/New Business Committee of the Whole Minutes Page 3 September 28, 2020  Council Member Vargas, asked if the Council can be mindful of starting early and provide appropriate timing for committee meetings. Council President explained that the early start today was because the past few meeting agendas have been very full. Mayor Fleetwood proposed time frame for budget work sesssions: October 5, a budget overview 2-5 PM October 12, Fire and Municipal Court10-12 PM October 19, Parks, Library, Planning and Community Development, and Museum 1-4 PM October 26, Human Resources, Legal, I.T., and Finance 10-12 PM November 2, Public Works 1-4 PM Novermber 9, Mayor and Council 10 -12 PM November 16, hold from 1-4 PM, if needed Council President Knutson, expressed his feelings regarding protests and the treatment of police officers. He reviewed that the Council has discussed justice and revamping police and advisory boards. A protest in front of our Police Department recently took place and he relayed his disgust of events that took place during the protest. He mentions it because he wants to express his support of our Police Department and the work they do to serve the Bellingham community. Council Member Anderson, supports the Police Department and thanked Council President Knutson for his support of the Department.
