Call to Order Roll Call Present: Committee Chair Lisa Anderson, Fifth Ward Committee Member Hannah Stone, First Ward Committee Member Michael Lilliquist, Sixth Ward Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote in the order shown below: Parks and Recreation Lisa Anderson, Chair Hannah Stone, Michael Lilliquist 22752 1. Update on Parks Operations and Recreation p. 3 Nicole Oliver, Parks & Recreation Director, provided an update on the Parks Operations division. She introduced Melissa Bianconi, Recreation Manager, and Steve Janiszewski, Park Operations Manager. Steve explained the work that has been done on Squalicum Creek Park improvements. A coalition on mountain biking issues has formed. It is called Whatcom Land Managers Coalition. They work on common issues and challenges, and improve public outreach and stewardship. Melissa Bianconi, gave an update on the Civic Athletic Complex. It served as a critical hub when they hosted the women's shelter last winter. The shelter was Parks and Recreation Committee Minutes Page 1 September 28, 2020 managed by the Opportunity Council. Immediately following the winter shelter, as a COVID-19 response, the complex was utilized as a food distribution center for the Food Bank. One of the Club Houses served a community shower facility. About 25 people utilized the program when it was open two days a week. It has since opened to seven days a week since the Aquatic Center has reopened.
