Call to Order
Council President Lilliquist called the meeting to order at 2pm.

Council Standing Committee Meetings:
Open to the public to attend. Note: there is generally no public comment period for Committee sessions.
Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on
a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee
Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified
as Council Members who are not members of the committee routinely attend and participate in the
Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the
evening prior to deliberation and formal vote.
23932 1. Presentation of Proposed 2024 Joint Legislative Agenda p. 3
Janice Keller, Interim Deputy Administrator, and Jed Holmes, Community Outreach Facilitator in
the Whatcom County Executive's Office, presented the proposed 2024 legislative agenda for the
City, Whatcom County, and Port of Bellingham to assist in advocacy at the Washington State
Legislature. A joint legislative agenda is adopted annually by the three entities, defining shared
objectives and underscoring a commitment to work cooperatively, strengthen the partnership
between state and local governments, and seek full resources to implement the policies and goals
adopted by the State of Washington. Council members discussed and asked questions regarding
the agenda.
Hannah Stone / Edwin H. "Skip" Williams moved to recommend approval of the 2024 legislative
agenda for the City of Bellingham, Whatcom County, and Port of Bellingham.

23933 2. Discussion Regarding the Dates and Times of the 2024 City Council Meetings p. 7
Council President Lilliquist presented two draft proposals for the 2024 City Council meeting
schedule. Council Members discussed and asked questions. The schedule will be approved via
resolution on the Consent Agenda at the December 4, 2023 meeting.
Hollie Huthman / Hannah Stone moved to recommend approval of Option 1 for the 2024 City
Council meeting dates.

meeting minutes.

4. Old/New Business
Council Member Martens asked the Council to consider a resolution from the Whatcom Peace and
Justice Center, Veterans for Peace Chapter 111, and Whatcom Families for Peace and Justice in
Palestine, advocating for a ceasefire in Gaza.
Council Member Martens inquired about the status of Council Member Hammill's request for a
surplus and buildable lands presentation to Council.
Council moved into Executive Session at 2:55pm until 4:30pm to discuss four items. Item number
five, a potential property acquisition, was removed from the agenda.
