Call to Order
Council President Hammill called the meeting to order at 1:45pm.
Council moved into Executive Session at 1:45pm to discuss one item until 2:10pm.
1. Potential Litigation
Daniel Hammill / Hollie Huthman moved to adjourn to Executive Session.
MOTION CARRIED 7-0.
City Council resumed regular business at 2:12pm.

Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on
a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee
Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified
as Council Members who are not members of the committee routinely attend and participate in the
Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the
evening prior to deliberation and formal vote.
Please be advised that if the City Council is ahead of schedule, they may start with old/new business before
the official Committee of the Whole meeting time.

24074 1. Expectations of City Advisory Groups p. 3
Mayor Lund, Janice Keller, Interim Deputy Administrator, and Alan Marriner, City Attorney,
presented a framework to standardize the expectations of City Advisory Groups. Council Members
discussed, provided feedback, and asked questions about the recommendations. The revised
framework will be shared with each advisory group which will then work to draft bylaws and
internally discuss impacts.
24075 2. Post Point and Biosolids Emerging Technologies p. 7
Eric Johnston, Public Works Director, and Mike Olinger, Assistant Director of Operations, returned
to Council to discuss Post Point and the biosolid technologies request for proposals from summer
2023. The City recently received notice of a violation from the Northwest Clean Air Agency and will
be working to address issues at the treatment plant. Council Members discussed the presentation
and asked questions. The revised presentation is available here.
3. Old/New Business
Council Member Lilliquist provided an update on the Whatcom Transit Authority (WTA)
Sustainability Report and encouraged the City to explore creating similar reports for the
community.
Council President Hammill inquired with Mayor Lund if there's a way to measure the impact of her
Executive Order. Mayor Lund shared the leadership team is meeting regularly and working to
develop metrics for reporting to be shared publicly later this year.
Council President Hammill highlighted concerns about the prevalence of PFAS in firefighters' gear
and expressed a desire to purchase PFAS-free gear for First Responders. Fire Chief Hewett shared
this is a known issue that the Fire Associations and regulatory bodies are working to address and
purchase better equipment. Council discussed asked questions of Chief Hewett.
Council returned to Executive Session at 3:20pm to discuss one item until 3:29pm.
