Call to Order
Council President Hammill called the meeting to order at 1pm.

Council Standing Committee Meeting
Open to the public to attend. Note: there is generally no public comment period for Committee sessions.
Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on
a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee
Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified
as Council Members who are not members of the committee routinely attend and participate in the
Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the
evening prior to deliberation and formal vote.
24079 1. Authorize Mayor to Enter into an Interlocal Cooperative Purchasing Agreement p. 3
(ICPA) between the City of Bellingham and the Sourcewell Purchasing Cooperative
Andy Asbjornsen, Finance Director, and Connie Allen, Purchasing Manager, presented an Interlocal
Cooperative Purchasing Agreement (ICPA) between the City of Bellingham and the Sourcewell
Purchasing Cooperative. The ICPA will allow the City to piggyback onto the competitive bidding
process conducted by this governmental agency in lieu of self-performing its own bidding process.
Council Members discussed the ICPA and asked questions.
Lisa Anderson moved to authorize the Mayor to enter an Interlocal Cooperative Purchasing
Agreement (ICPA) between the City of Bellingham and the Sourcewell Purchasing Cooperative.
MOTION CARRIED 3-0.
24071 2. Stormwater Grant Agreement Between the City of Bellingham and the Washington p. 9
State Department of Ecology for the Design of Water Quality Treatment Best
Management Practices at Little Squalicum Creek

Eric Johnston, Public Works Director, and Renee LaCroix, Assistant Director of Natural Resources,
presented the grant agreement with the Washington State Department of Ecology for design of
water quality treatment practices at Little Squalicum Creek. The project will design systems to
provide stormwater treatment for total suspended solids (TSS), dissolved copper, dissolved zinc,
and reduce flows to Little Squalicum Creek by increasing stormwater infiltration. Council Members
discussed and asked questions about the grant.
Michael Lilliquist moved to recommend approval of the grant agreement with the Washington
State Department of Ecology for design of water quality treatment practices at Little Squalicum
Creek.
MOTION CARRIED 3-0.

Management Practices at Lower Baker Creek
Eric Johnston, Public Works Director, and Renee LaCroix, Assistant Director of Natural Resources,
presented the grant agreement with the Washington State Department of Ecology for design of
water quality treatment practices at Lower Baker Creek. The project will design systems to provide
treatment for total suspended solids (TSS), dissolved copper, dissolved zinc, and reduce flows to
Lower Baker Creek through detention and increasing stormwater infiltration. Council Members
discussed and asked questions about the grant.
Lisa Anderson moved to recommend approval of the grant agreement with the Washington State
Department of Ecology for design of water quality treatment practices at Lower Baker Creek.
MOTION CARRIED 3-0.
24073 4. Holly Street Bicycle Lane Pilot Project p. 93
Eric Johnston, Public Works Director, and Joel Pfundt, Assistant Director of Transportation,
presented the Holly Street Bicycle Lane Pilot Project and introduced Shane Sullivan, Transportation
Engineer, who recently joined the City. The pilot project will install a buffered bike lane on Holly
Street from Ellis Street to North State Street, and a parking protected lane from North State Street
to Bay Street. Community feedback and operational performance will be monitored to inform a
future permanent project. Council Members discussed and asked questions about the project.
Lisa Anderson moved to recommend approval of the implementation of the Holly Street Bicycle
Lane Pilot Project.
MOTION CARRIED 3-0.
