City of Bellingham Community and Economic Development Committee Minutes October 25, 2021, 1:00 PM Mayor Seth Fleetwood Contact: (360) 778-8200, ccmail@cob.org Council Members, Hollie Huthman, Chair www.cob.org/council Pinky Vargas, Michael Lilliquist All meetings are held in the City Hall Council Chambers at 210 Lottie Street, Bellingham, WA, unless otherwise noted. Call to Order Roll Call Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote in the order shown below: Community and Economic Development Hollie Huthman, Chair Pinky Vargas, Michael Lilliquist 23142 1. Economic Development Partner Agencies will Provide an Overview of p. 3 Local COVID Recovery Response and Trends Lisa Anderson sat in for Michael Lilliquist Staff from the Port of Bellingham's Regional Economic Partnership, Sustainable Connections and Western Washington University's Small Business Development Center provided an overview of actions taken to-date to assist our community in responding and adapting to the pandemic. In addition, they will provide the City Council with an overview of how the pandemic is changing/or may change the way certain sectors do business. Speakers included: Don Goldberg, Director of Economic Development at Port of Bellingham and CJ Seitz. They discussed the response at the Small Business Development Center, monthly newsletters, and weekly newsletters. Council Members asked questions. Human Services Contracts for 1) Contracting with Northwest Youth p. 4 Services for Operating a Young Adult Winter Shelter, and 2) Expanding Support of the Homeless Outreach Team Tara Sundin asked for direction for operating a young adult winter shelter (Northwest Youth Services, a qualified local partner agency, to operate an overnight shelter for young adults at the Civic Stadium locker room during the winter months). Samya Lutz explained the homeless outreach team. Council supports the expanded outreach for the Homeless Outreach Team Michael Lilliquist moved to move forward with a nw youth services. MOTION CARRIED 3-0. Pinky Vargas moved to support Homeless Outreach Team with an additional $196,000. MOTION CARRIED 3-0.
