Call to Order Roll Call Present: Council President Hannah Stone, First Ward Council Member Gene Knutson, Second Ward Council Member Daniel Hammill, Third Ward Council Member Pinky Vargas, Fourth Ward Council Member Lisa Anderson, Fifth Ward Council Member Michael Lilliquist, Sixth Ward Council Member Hollie Huthman, At-Large Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Ordinance Renewing the Olympic Pipe Line Franchise Agreement p. 4 Reviewed by Public Works Natural Resources on 10/11/21, No changes to the franchise agreement. An Ordinance Amending the 2021-2022 Biennial Budget Transferring p. 11 Funds from the General Fund to the Sportsplex Debt Fund Debt payment due on December 1, 2021. They may modify their lease to see what the Sportsplex can pay. The city is working closely with them for the payment sot come up with. Lisa Anderson / Gene Knutson moved to recommend approval. MOTION CARRIED 7-0. 23145 3. An Ordinance Establishing the Property Tax Levy for 2022 p. 15 Daniel Hammill / Pinky Vargas moved to recommend approval. MOTION CARRIED 7-0. 23146 4. Extension and Renewal of an Ordinance Establishing a Moratorium on p. 20 Development Applications and Permits Relating to the Redevelopment of the Manufactured Home Parks in Bellingham Greg Aucutt, explained that the parks are preserved, and staff recommends the six-month extension of the moratorium. Gene Knutson / Daniel Hammill moved to recommend approval. MOTION CARRIED 7-0. 23147 5. A Proposal to Amend BMC 20.29, Incentive Program for Innovative p. 29 Affordable Homeownership Projects, to Increase the Maximum Density Allowed for Qualifying Projects Dan Hammill is asking for this proposal to go to the Planning & Community Development Committee and to bring it back before Council for more discussion. Hearing Examiner Annual Report to Council p. 31 Sharon Rice, Hearing Examiner, discussed the virtual hearing and having more participation due to the virtual setting. 23149 7. LEAD Program Update p. 41 Explained how the Program is different from GRACE and hot it works with GRACE. Malora Christensen, Grace & Lead Program Manager, provided an overview of the program. Information only. 23150 8. Budget Work Session p. 70 First of work sessions and adjustments to the budget Eric Johnston explained the changes to the biennial budget and new positions within the Public Works department. Nicole Oliver: Citizen Dog Task Force is making a recommendation on leash length ordinances and positions that will be added to the budget. Bill Hewett, Fire Chief, will look into the mid-biennium budget to increase staff in the dispatch center, adding one supervisor, increasing quality assurance, ten FTEs and one medic unit. Ramping up and starting in January with anticipation to start a full medic unit by the end of 2022. 9. Approval of City Council Committee and/or Special Meeting Minutes Gene Knutson / Daniel Hammill moved to recommend approval of minutes from October 11, 2021 as amended.
