Roll Call Present: Committee Chair Hollie Huthman, Second Ward Committee Member Hannah Stone, First Ward Committee Member Kristina Michele Martens, At Large Committee Chair Michael Lilliquist, Sixth Ward Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote. 23929 1. Consideration of the Lodging Tax Advisory Committee's 2024 Budget p. 3 Recommendations Council Member Huthman recused herself and requested Council President Lilliquist to Chair the committee during this agenda item. Tara Sundin, Community and Economic Development Manager, presented the budget recommendations for the Lodging Tax Fund. The Lodging Tax Advisory Committee (LTAC) met and approved on October 24, 2023, the proposed 2024 expenditures. Council Members discussed and asked questions regarding the budget proposal. Hannah Stone moved to recommend approval of the 2024 Lodging Tax Fund Budget. MOTION CARRIED 3-0. Consideration of Bellingham Whatcom County Tourism's 2024 Tourism Promotion p. 7 Area Budget Tara Sundin, Community and Economic Development Manager, and Dylan Deane-Boyle, President and CEO of Bellingham Whatcom County Tourism, presented the 2024 Bellingham Whatcom County Tourism Promotion Area Budget. The City and County formed a Tourism Promotion Area (TPA), as authorized by RCW 35.101.020, after receiving a petition from affected businesses. The Bellingham Whatcom County Tourism Board of Directors prepared a draft budget for Council's consideration and approval as the legislative authority, pursuant to state law. Council Members discussed and asked questions regarding the budget proposal. Kristina Michele Martens moved to recommend approval of the Bellingham-Whatcom County Tourism Promotion Area Budget.
