Roll Call Present: Committee Chair Jace Cotton, At-Large Committee Member Hannah Stone, First Ward Committee Member Hollie Huthman, Second Ward Council Member Michael Lilliquist, Sixth Ward Council Member Stone recused herself from the meeting due to her role as a Board Member on the Opportunity Council. Council Member Lilliquist joined the committee meeting. Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote. 24101 1. 2024 HUD Consolidated Action Plan p. 3 Blake Lyon, Planning and Community Development Director, and Samya Lutz, Housing and Services Program Manager, presented the 2024 Federal Department of Housing & Urban Development (HUD) Consolidated Annual Action Plan. The plan identifies activities to be funded by the federal Community Development Block Grant (CDBG) and HOME Investment Partnership Program (HOME) during the July-June program year. Council Members discussed the action plan, provided feedback, and asked questions. Hollie Huthman moved to recommend approval of the resolution relating to the adoption of the 2024 Action Plan, the use of Community Development Block Grant (CDBG), Home Investment Partnership Program (Home), Bellingham Housing Levy and Affordable Housing Sales Tax Funds, the allocation of funds to support selected City housing and human services agencies and directing the Mayor to submit the 2024 Action Plan to the U.S. Department of Housing and Urban Development.
