210 Lottie Street, Bellingham, WA, unless otherwise noted.
Call to Order
Roll Call
Council Standing Committee Meetings:
Open to the public to attend. Note: there is generally no public comment period for Committee
sessions. Standing Committee Members receive reports and information, ask questions and,
when appropriate, vote on a recommended action for consideration by the full Council at the
Regular Meeting. The notice of Committee Meetings identified below also serves as notice of
Special Meetings of the City Council at the times identified as Council Members who are not
members of the committee routinely attend and participate in the Committee Meetings.
Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the
evening prior to deliberation and formal vote in the order shown below:

Parks and Recreation Director Leslie Bryson introduced the presentation. Parks
Development Manager Nicole Oliver presented the 2019-2023 Greenways
Program Strategic Plan. Council had a discussion following the presentation.

22241 2. An Ordinance Amending BMC 2.20.010 Reducing Membership on the p. 13
Greenways Advisory Committee From Eleven to Nine Members
Parks and Recreation Director Leslie Bryson presented the ordinance. Council
had a discussion.
Gene Knutson moved to recommend approval.
MOTION CARRIED 3-0.

22242 3. Parks Presentation on Capital Projects p. 16
Parks and Recreation Director Leslie Bryson introduced the presentation. Parks
Devleopment Director Nicole Oliver presented the Parks Capital Projects.
Council had a discussion following the presentation.
22243 4. Bid Award for Cordata Park Phase One, Bid #7B-2019 p. 17
Parks and Recreation Director Leslie Bryson presented the bid award. Council
had discussion.
Gene Knutson moved to recommend approval.
MOTION CARRIED 3-0.
22244 5. Surplus Property Proposal for Sportsplex p. 25
Parks and Recreation Director Leslie Bryson presented the item, which would
allow the City to hold a public hearing to get input on the surplus. Council had a
discussion.
Gene Knutson moved to recommend approval.
MOTION CARRIED 3-0.
