Roll Call Present: Committee Chair Edwin H. "Skip" Williams, Fourth Ward Committee Member Hollie Huthman, Second Ward Committee Member Lisa Anderson, Fifth Ward Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote. 23880 1. Resolution to Increase Fees at Bayview Cemetery p. 3 Nicole Oliver, Parks and Recreation Director, and Richard Griffin, Park Facilities Manager, presented the draft resolution, which will increase fees at the Bayview Cemetery. The last adjustment to fees and charges was in 2022 for increased tombstone material costs. Demand from out of area customers, market research, as well as inflation, are contributing factors to raising rates to meet increased demand and come closer to meeting operating expenses and utility costs. A future goal is to eliminate the need to subsidize the Cemetery and to cover all Cemetery operations and maintenance from the enterprise fund. Councilmember Anderson requested that staff track how the new fees impact demand from out- of-town residents to ensure future availability. Lisa Anderson moved to recommend approval of the resolution establishing fees for services at Bayview Cemetery. MOTION CARRIED 3-0. Resolution to Establish Parks and Recreation Department Facility Use Fees p. 17 Nicole Oliver, Parks and Recreation Director, and Melissa Bianconi, Recreation Manager, presented the draft resolution, which modifies the fee structure for Parks and Recreation facilities. Rates have not changed since 2019 and the new structure adjusts rates in consideration of maintenance and operational costs, and includes new facilities managed by the department. Hollie Huthman moved to recommend approval of the resolution establishing fees for the use of City Parks and Recreation Facilities. MOTION CARRIED 3-0.
