City Council committee meetings
Standing committee members receive reports and information, ask questions, and vote on a
recommended action for consideration by the full Council at the regular meeting. There is no public
comment period during committee sessions.
Call to order and roll call
Council President Stone called the meeting to order at 3:32 p.m.
Present:
Committee Chair Edwin H. "Skip" Williams, Fourth Ward
Committee Member Daniel Hammill, Third Ward
Committee Member Jace Cotton, At-Large
24926 1. A resolution adopting the 2026 Parks, Recreation & Open Space Plan
Summary:
Nicole Oliver, Parks and Recreation Director, Peter Gill, Park Planning and Development
Coordinator, Melissa Bianconi, Recreation Manager, Laine Potter, Park Design and
Development Manager, and Steven Janiszewski, Park Operations Manager, presented the
resolution, which adopts the 2026 Parks, Recreation & Open Space (PROS) Plan. The plan
represents a rewrite intended to reflect the long-term needs of the community. Council
Members discussed the resolution and PROS Plan, and asked questions.
Action:
Daniel Hammill moved to recommend approval of the resolution.
MOTION CARRIED 3-0.

How to watch City Council committee meetings
The City Council committee meetings are held in a hybrid format – watch or participate in person or
remotely.
In person:
All meetings are held in Council Chambers on the second floor of City Hall, 210 Lottie Street,
Bellingham unless otherwise noted.
Accessibility:
Elevator access to the second floor is available at City Hall’s west entrance. Hearing assistance is
available, and a receiver may be checked out through the Council office prior to the evening session.
For additional accommodations, contact the Council office at 360-778-8200 in advance of the
meeting.
