Call to Order Roll Call Council Standing Committee Meetings: Planning 20382 1. A work session on a draft ordinance to establish a rental registration program Gene Knutson moved to recommend approval that the draft rental registration ordinance be amended to include the following: Initial and first follow-up certificate (audit) of inspections performed by a City inspector should be free to the property owner. Cost for this service would be included in the annual registration fee. Owner-occupied duplex and ADU properties, government owned/managed housing, and government subsidized (e.g. Section 8) housing will be required to register but without the annual registration fee. A Declaration of Compliance (or equivalent) would be required. Section 6.15.040G. "Display of Registration" should be changed to mandate that a laminated copy of all registrations be posted on the inside front door (or equivalent) for easy access of information by all tenants. Section 6.15.170 "City Council Review and Sunset Provision" should be changed to the third anniversary of the deadline date of the last batch of registrations due, currently set for January 1, 2016. Amend the title of Chapter 6.15 from Residential Rental Registration Program to Residential Safety Program. Conduct a public hearing on the final draft version of the ordinance. 1 MOTION CARRIED 3-0. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular meeting.
