City of Bellingham Planning Committee Minutes 07/07/2014, 10:30 AM Mayor Kelli Linville Contact: (360) 778-8200, ccmail@cob.org Council Members Jack Weiss, Gene Knutson, Cathy www.cob.org/council Lehman, Pinky Vargas, Terry Bornemann, Michael Lilliquist All meetings are held in the City Hall Council Chambers at and Roxanne Murphy 210 Lottie Street, Bellingham, WA unless otherwise noted. Call to Order Council Standing Committee Meetings: Planning 20464 1. A Work Session to consider adoption of the Downtown Bellingham Plan and associated development regulations Gene Knutson moved to recommend approval to change the property adjacent to Battersby Field to RT1 Zone. MOTION CARRIED 3-0. Jack Weiss moved to recommend approval to include blocks south and north of the courthouse in the table to expand the definition with notation of Section F, miscellaneous uses, expanding jail and booking facilities. MOTION CARRIED 3-0. Gene Knutson moved to recommend approval to allow the Public Works Director the discretion to reduce or waive the landscape buffer if there is a public benefit. MOTION CARRIED 3-0. Gene Knutson moved to recommend approval to strike the words "be based on market demand and supply." MOTION CARRIED 3-0. Gene Knutson moved to recommend approval of the adoption of the Downtown Sub- area Plan and replacing the Central Business District Neighborhood Plan with the City Center Neighborhood Plan to include the land use development code and to amend the Lettered Streets, Sehome, Sunnyland, and York Neighborhood plans and zoning tables to reflect this new overlay with the amendments provided by the Planning 1 Commission, by the staff and by our committee earlier today, which have to do with increasing the RT zone on D Street between Ellsworth and Girard Street, to increase the notation about permitted jail and correctional facility uses to be on the south and north blocks of the Courthouse, to allow for Planning Director approval of landscape buffer areas, and to remove policy language in Policy 8.3 to remove the words agreed to in the earlier motion. MOTION CARRIED 3-0. Adjournment 2
