Call to Order Roll Call Jack Weiss, Chair Terry Bornemann Dan Hammill Council Standing Committee Meetings: Planning 20767 1. Ordinance creating an incentive program for innovative affordable low-income homeownership projects in single-family and multi- family residential zoning districts AN ORDINANCE OF THE CITY OF BELLINGHAM, WASHINGTON CREATING AN INCENTIVE PROGRAM FOR INNOVATIVE AFFORDABLE LOW-INCOME HOMEOWNERSHIP PROJECTS IN SINGLE-FAMILY AND MULTI-FAMILY RESIDENTIAL ZONING DISTRICTS BY ESTABLISHING A NEW CHAPTER IN THE BELLINGHAM MUNICIPAL CODE (BMC) TITLE 20 AND AMENDING BMC CHAPTERS 2.56 AND 21.10 Roxanne Murphy moved to recommend approval of staff's recommendation on Historic Resource Protection. MOTION CARRIED 3-0. Dan Hammill moved to provide direction to staff to see how a two-track system, as proposed by Jack Weiss, would work. MOTION CARRIED 3-0. 1 Dan Hammill moved to direct staff to look into ways to provide support for monitoring affordability for developers. MOTION CARRIED 3-0. Dan Hammill moved that there be no limitations on distance to transit. MOTION CARRIED 2-1. Weiss, opposed. 20768 2. Docket process for 2015-2016 Comprehensive Plan amendment requests Council gave head nods in agreement with staff's plan as presented. Adjournment 2
