Call to Order Roll Call Gene Knutson, Chair April Barker Dan Hammill Council Standing Committee Meeting: Planning 21621 1. Council Planning Committee Work Session on Residential Renter Barriers/Concerns The committee welcomed the following professionals from the community to present: Kelly Owen, Attorney, NW Justice Project Mike Parker, Director, Whatcom Homeless Service Center Adrienne Solenberger, Landlord Liaison, Opportunity Council Liz Harmon Craig, Veteran's Specialist, Whatcom County Veterans Program Office The committee decided on issues related to rental barriers and concerns to bring to the Council’s attention this evening. Barker moved to recommend to Council to direct staff to develop an ordinance including the following: landlords provide increased notice for rent increases; landlords provide increased notice to vacate with no cause; source of income discrimination that is modeled after Vancouver’s ordinance; and distribute information on voter registration and tenant rights. MOTION CARRIED 3-0 Barker moved to recommend to the whole Council to direct Mark and staff develop a presentation for Council regarding potential concerns involving mass residential vacations of low-income tenants and potential incentives and/or legislation to ensure 1 low-income tenants are protected in the future. This work should include tax credit properties, value and age of structure of mass rental properties and other residential rental properties subject to reinvest. MOTION CARRIED 3-0 Adjournment 2
