Call to Order The meeting was called to order by Council President Pro Tempore, Roxanne Murphy at 7:00 p.m. Announcements & Upcoming Meetings: Bellingham City Council meets all requirements of the State of Washington Open Public Meetings Act. Puget Sound Energy Awards a Rebate to the City of Bellingham of $442,443 Andy Wapler, of Puget Sound Energy, presented the City of Bellingham a rebate check in the amount of $442,443.00. Public Hearing to Consider an Application for a Cable Television Franchise from Qwest Broadband Services, Inc. d/b/a CenturyLink Marty Mulholland, I.T. Director, gave an overview of the proposal to create a franchise agreement with CenturyLink. Council President Lilliquist opened the public hearing. Chris Deile, discussed television coverage from BTV. Carrie Kovaleski, spoke in support of the contract proposal and feels it will create competition for cable and internet service providers within the area. Oren O'Neill, welcomes the franchise agreement with CenturyLink and hopes it will drive down the cost of what cable and internet service providers charge. There being no further comments, the public hearing was closed. The written record will remain open until a final decision, per Resolution #2013-09. Roxanne Murphy / Pinky Vargas moved approval for first and second reading. MOTION CARRIED 7-0. 15-Minute Public Comment Period Chris Deile, addressed incarceration reduction programs. He objects to using faith based programs in recovery programs. Carrie Kovaleski, spoke on the house prices and homelessness in the Bellingham area. She stated that foreign investors buy area homes and we need to implement a penalty on owner of shadow inventory. She also reported that many building projects are for low income housing and that may result in the population of either low income or wealthy residents of Bellingham. She asked what is being done to help the middle-class afford housing. Steve Gilmore, of Republic Services, corrected the error that he reported earlier during Committee meetings. On the Republic website, it states that 10 megawatts of electricity are being generated with the methane capture when in reality it is 20 megawatts. City of Bellingham Regular City Council Meeting Page 2 of 8 7/24/2017  Yoshe Revelle, spoke against advertising. He stated that we, as a community, are training ourselves to overconsume. He spoke against climate change and he feels we are in denial about it. Everett Barton, urged all to vote "no" on the jail tax ballot measure. Jeremy Schweder, addressed agenda bill 21679, the Criminal Justice Committee. He expressed that a better solution might be to gather people together from different backgrounds to hear their perspective rather than an oversight committee. {AB #21679}. Larry McCarter, of RDS, spoke about staff's recommendation for the Residential Solid Waste Disposal Contract {AB #21674}. He conveyed his disappointment in the analysis that was used to decide which provider won the contract. Council Standing Committee Meetings: Planning 21672 1. Council Planning Committee Work Session on Affordable Housing Presentation during Committee. Steve Clarke, Assistant Superintendent of the Teaching and Learning for Bellingham Public Schools, gave an update to the Planning Committee on the School District's efforts to redraw school attendance boundaries. Information only. Public Works / Public Safety 21673 1. City of Bellingham Community Paramedic Program Presentation during Committee. Information only. 21674 2. Residential Solid Waste Disposal Contract Terry Bornemann / Gene Knutson moved to approve negotiation proceedings with Republic Services. MOTION CARRIED 6-1, April Barker opposed. 21397 3. Proposal to Remove Two On-Street Parking Stalls from W. Champion Street Terry Bornemann / Roxanne Murphy moved to approve the removal of two on-street parking stalls from W. Champion Street. MOTION CARRIED 7-0. Lake Whatcom Reservoir and Natural Resources 21676 1. Report From the July 17, 2017 Lake Whatcom Policy Group Meeting Presentation during Committee. Reported on the Aquatic Invasive Species. As of date, 4,700 permits have been sold. 7,200 inspections have been completed. Several boats were intercepted because invasive species were found. Information only. Committee Of The Whole 21671 1. Overview of CenturyLink's Application for a Cable Television Franchise Information only. 21677 2. Incarceration Prevention and Reduction Behavioral Health Subcommittee Phase III Recommendation Presentation during Committee. This program is intended in part, to prevent and reduce arrest and incarceration for targeted groups of individuals by providing better coordination of intervention that connects them to support services. This program is aimed at serving as a jail alternative. Information only. 21678 3. Discussion of Draft City Council Communications Plan Pinky Vargas explained that the plan will include ways to improve communication between Council actions and the public. An increase in social media will continue to be worked on. A top issues section of the City Council's web page has been created. April Barker explained how links to videos are included in the top issues section. Justice Michael Lilliquist / Pinky Vargas moved to approve Chair April Barker, Pinky Vargas and Terry Bornemann as the members of the new Criminal Justice Committee. MOTION CARRIED 7-0. 21680 5. Update on Pilot Project for Inquiries, Reports, and Complaints Presentation during Committee. Staff is still working to create a safe mechanism to report misconduct or Civil Rights violations for people who might not feel comfortable reporting complaints in the traditional way. Information only. 6. Approval of City Council Committee and/or Special Meeting Minutes Roxanne Murphy / Gene Knutson moved approval of both the June 19, 2017 minutes and the July 10, 2017 minutes of the regular City Council meetings as submitted. MOTION CARRIED 7-0. 7. Old/New Business Michael Lilliquist reported the City Council office will be closed July 27th - 31st for vacation. Roxanne Murphy reminded all to vote in the Whatcom County Primary election. The ballots are due August 1, 2017. Mayor Linville announced that the City logo may undergo a refresh. Executive Session - Report and Action only. 1. Collective Bargaining: Review Proposal for WhatComm Dispatcher’s Guild Staff provided information about contract negotiations with this bargaining unit. Potential Property Acquisition Staff provided information on a potential property acquisition. April Barker / Michael Lilliquist moved to authorize the purchase of 6/10 of an acre parcel located on the west side of Boulevard directly across the street from the "Welcome to Bellingham" mural from the estate of Rosemary Bandell for $27,000. MOTION CARRIED 7-0. 3. Litigation: Flint v. City of Bellingham Staff provided information on a litigation matter. For information and discussion. No action taken. 4. Potential Litigation: Claim No. 2017-12 This item was postponed. Mayor's Report Standing time for briefings, updates and reports to Council by the Mayor, if needed. Information only. 21681 1. Mayor's Appointment of Joe Timmons to the Community Development Advisory Board (Information) The Mayor appoints Joe Timmons to his first term on the Community Development Advisory Board, which will expire on July 17, 2020, at which time he may be reappointed.
