City of Bellingham Public Health, Safety, and Justice Committee Minutes April 26, 2021, 10:20 AM Mayor Seth Fleetwood Contact: (360) 778-8200, ccmail@cob.org Council Members, Daniel Hammill, Chair www.cob.org/council Gene Knutson, Hollie Huthman All meetings are held in the City Hall Council Chambers at 210 Lottie Street, Bellingham, WA, unless otherwise noted. Call to Order Roll Call Present: Committee Chair Daniel Hammill, Third Ward Committee Member Gene Knutson, Second Ward Committee Member Hollie Huthman, At-Large Council Standing Committee Meetings Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote in the order shown below: Public Health, Safety, and Justice Daniel Hammill, Chair Gene Knutson, Hollie Huthman 22969 1. Interlocal Agreement for 2021 Paramedic Class p. 3 Scott Ryckman, Division Chief at the Fire Department, explained the update to the contract and class for approval. The Fire Department serves as the lead in the training program and the interlocal agreement spells out the parameters and funding for the 2021 cohort. Committee Members asked questions. An Ordinance Amending the 2021-2022 Biennial Budget Increasing p. 13 Revenues and Expenditures for Paramedic Training Classes Forrest Longman, Deputy Finance Director, explained that the ordinance adds revenue and expenditure authority to fund the City’s Paramedic Training Program as described in the interlocal agreement with Whatcom County also before today’s Committee. Gene Knutson moved to recommend approval. MOTION CARRIED 3-0. 22971 3. Fire Department Strategic Plan p. 17 Bill Hewett, Fire Chief, provided a summary of the planning process, identified goals, and an update on accomplishments related to the plan. Due to time constraints, the topic will be brought back to the Committee of the Whole for further discussion at a later meeting. Information only.
