Call to Order Roll Call Present: Council President Hannah Stone, First Ward Council Member Gene Knutson, Second Ward Council Member Daniel Hammill, Third Ward Council Member Pinky Vargas, Fourth Ward Council Member Lisa Anderson, Fifth Ward Council Member Michael Lilliquist, Sixth Ward Council Member Hollie Huthman, At-Large Committee of the Whole Hannah Stone, Chair Gene Knutson, Daniel Hammill, Pinky Vargas, Lisa Anderson, Michael Lilliquist, Hollie Huthman 22834 1. Closed Record Hearing to Reconsider a Street Vacation Petition for the Full Width of Douglas Avenue Generally Located Between 21st Street and the Alley to the West The area for consideration is the full width of Douglas Avenue between 21st Street and an alley to the west. The Hearing Examiner issued a Findings of Fact, Conclusions, and Recommendations last July and at the December 7, 2020 meeting a public hearing was held. Council remanded the topic to the Hearing Examiner for another public hearing to supplement the Record with any new information or testimony on the proposed street vacation. Another hearing was held on March 10 and she issued new Findings of Fact. Steve Sundin, Senior Planner, reported the petitioner has already paid the $18,000.00 to Whatcom Community Foundation. City Council Special Meeting Minutes Page 1 April 26, 2021 Lisa Anderson moved to deny the petitioner based on policy no. 1, not in the best interest, no. 2, is well established, and no. 5, and would like to preserve open space. Pinky Vargas / Gene Knutson moved to approve the vacation and approve the Hearing Examiner's recommendations and compensation for $18,000. MOTION CARRIED 6-1, Lisa Anderson opposed. Gene Knutson / Pinky Vargas moved to recommend first and second reading of the ordinance. MOTION CARRIED 6-1, Lisa Anderson opposed.
