The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Bid Award for Public Works Operations Yard Retrofit - Phase 1, RFP p. 3 #61B-2018 Public Works Director Ted Carlson presented a bid award for the Public Works Operations Yard Retrofit - Phase 1, which is a project involving the installation of stormwater detention and treatment facilities at the Public Works Operations facility. There were 10 bids on this project, and Strider Construction was the responsible bidder who submitted the lowest responsive bid of $1,714,271.83. Public Works recommended award of this bid to Strider Construction. Terry Bornemann moved to recommend approval. MOTION CARRIED 3-0. 22096 2. Proposed Ordinance Accepting Donation of Property p. 8 Public Works Director Ted Carlson and Assistant Public Works Director Renee LaCroix presented a Proposed Ordinance Accepting Donation of Property. Public Works and Natural Resources Committee Minutes Page 1 October 22, 2018  Filippini LLC has offered to donate a 5.25-acre property parcel to the City. The parcel is comprised of wetlands, Baker Creek, and their buffers and therefore has very limited development potential. The property is located south of Telegraph Road on James Street. Terry Bornemann moved to recommend approval. MOTION CARRIED 3-0. 22006 3. Attachment of Small Cell Telecommunications Facilities to City Street p. 12 Light Poles Public Works Director Ted Carlson presented additional information to Council regarding attachment of small cell telecommunications facilities to City light poles. Staff provided additional discretionary guidelines for small cell telecommunications facilities attachment via a memorandum: 1. City light poles that are eligible for attachment are limited to arterial street light poles in accordance with City standards EL-404 or EL-408. 2. Attachment to non-arterial poles such as ornamental, decorative, historic or residential is prohibited. 3. Attachment to traffic signal poles is prohibited. 4. Attachment to poles that will materially impact any City use, including, but not limited to, the hanging of banners, flower baskets, or signage, is prohibited. 5. The City may allow the operator to utilize City power, provided the City is fully reimbursed. No external raceway shall be used for supply power. 6. Wiring and cabling shall be located within the pole, accessible by handhole, to the maximum extent feasible. Michael Lilliquist moved to ask staff to develop a new ordinance that would amend the recently adopted small cell ordinance to add in the appropriate section the discretionary guidelines that the administration will use in processing permits on City owned light poles where we have proprietary authority, indicating that they are just guidelines and the City can change them at will and apply them as we see fit. Industrial Wastewater Pretreatment Program p. 43 Public Works and Natural Resources Committee Minutes Page 2 October 22, 2018  Public Works Director Ted Carlson and Assistant Public Works Director Eric Johnston presented the draft ordinance that would be submitted to the Department of Ecology for an industrial wastewater pretreatment program by October 31, 2018. The Clean Water Act requires publicly-owned wastewater treatment plants to establish pretreatment programs to protect the plant and environment from commercial and industrial dischargers. The goal of the program is to prevent pollutants from coming to Post Point and going into our receding waters. Committee approved Public Works submittal of the draft ordinance to the Department of Ecology. Adjournment Committee adjourned at 10:42 AM.
