City of Bellingham City Council Special Meeting Minutes October 29, 2018, 1:00 PM Mayor Kelli Linville Contact: (360) 778-8200, ccmail@cob.org Council Members April Barker, Gene Knutson, Daniel Hammill, www.cob.org/council Pinky Vargas, Terry Bornemann, Michael Lilliquist and All meetings are held in the City Hall Council Chambers at Hannah Stone 210 Lottie Street, Bellingham, WA, unless otherwise noted. Call to Order Announcements & Upcoming Meetings 1. On November 5 at 7:00 PM in City Council Chambers, there will be a Public Hearing on the City of Bellingham's 2019-2020 Biennial Budget. 2. On November 19 at 7:00 PM in City Council Chambers, there will be a Public Hearing on Proposed Amendments to the Bellingham Municipal Code (BMC) to Remove the Existing Street Construction Requirements Associated with a Land Division from the Subdivision Ordinance to Title 13 – Street and Sidewalks BMC. 3. On November 19 at 7:00 PM in City Council Chambers, there will be a Public Hearing on Consideration of a Petition by Property Owners to Annex Approximately 75-Acres of Land into the City of Bellingham. The Annexation Area is Located within the City's Northern Urban Growth Area, Adjacent to the City Limits, and known as the Mt. Baker Highway / Britton Road Annexation. Roll Call Executive Session - 12:45 PM 1. Potential Litigation (Kraham, approx. 5 min) Staff provided information on a potential litigation matter. For information and discussion. No action taken. 2. Potential Litigation (Ruffatto, approx. 10 min) Staff provided information on a potential litigation matter. For information and discussion. No action taken. Work Session on the Proposed 2019-2020 City Budget Michael Lilliquist / Terry Bornemann moved to ask administration to develop an amendment to the Fire Department budget with a significant first big step towards an additional BLS aid car and bring forth options for the best ways to staff a BLS aid car.
