Call to Order The meeting was called to order by Council President Hammill at 7:00 p.m. Announcements & Upcoming Meetings: Bellingham City Council meets all requirements of the State of Washington Open Public Meetings Act. 1. On November 19 at 7:00 PM in City Council Chambers, there will be a Public Hearing on Proposed Amendments to the Bellingham Municipal Code (BMC) to Remove the Existing Street Construction Requirements Associated with a Land Division from the Subdivision. 2. On November 19 at 7:00 PM in City Council Chambers, there will be a Public Hearing on Consideration of a Petition by Property Owners to Annex Approximately 75-Acres of Land into the City of Bellingham. The Annexation Area is Located within the City's Northern Urban Growth Area. 3. On November 19 at 7:00 PM in City Council Chambers, there will be a Public Hearing Regarding a New Multimodal Transportation Impact Fee (TIF) System Consistent with Bellingham Comprehensive Plan. Public Hearing on Proposed 2019-2020 Biennial Budget Forrest Longman, Budget Manager, gave a presentation on the 2019-2020 proposed city budget. More information and detail can be found at www.cob.org/gov/budget Council President Hammill, opened the Public Hearing. Todd Lagestee, objected to the amount of funds allocated to the Fire department in the biennium budget. He explained that with the addition of Fire District 8, overtime payment has increased and there should be more funds directed to fund additional staff. Robert Glorioso, explained that increases in the population for the City as well as an increase in emergency center call volume constitutes more funding for the Fire departments. He urged City Council to address deficiencies in the Fire department budget funding. Colin Lowin, also addressed the Fire department's budget and that the budgeted amount is too low for this biennium budget. There being no further comments, the public hearing was closed. The written record will remain open until the Council makes a final decision, per Resolution #2013-09. A work session on the budget is scheduled for the next meeting on November 19, 2018. On December 3, the budget ordinance will be introduced. On December 10, the Council adopts the 2019 - 2020 budget ordinance. 15-Minute Public Comment Period Jim Peterson, of Homes Now, Not Later, reported they are talking with the Planning and Community Development department, about their temporary tent encampment plan. Neighborhood Equity Assessment: Second in a Series of Housing Equity Discussions with Community Partners Discussion during Committee. The discussion focused around the needs of the elderly in the community. A report included information from representatives from Mercy Housing, Bellingham Housing Authority, Northwest Council on Aging, Homeless Service Center of the Opportunity Council, and Chuckanut Health Foundation. Information only. Public Safety Terry Bornemann, Chair Gene Knutson; Hannah Stone 22112 1. Interlocal Agreement for Automatic Aid Between City of Bellingham, Fire District #4, and Fire District #21 Terry Bornemann / Pinky Vargas to authorize the Mayor to enter into a contract for automatic aid between the City of Bellingham and Fire District #4 and Fire District #21. MOTION CARRIED 7-0. Finance and Personnel Hannah Stone, Chair April Barker; Pinky Vargas 22113 1. 2018 Third Quarter Financial Review Presentation during Committee. An overview that included an internal review for the third financial period for 2018. Information only. Ordinance Establishing Property Tax Levy Rates for 2019 Daniel Hammill / Gene Knutson moved for first and second reading. MOTION CARRIED 6-0-1, Terry Bornemann abstained. Council Member Vargas explained that the tax structured increase is 1%. As an example, she cited a home valued at $400,000, would see an increase of approximately $9.00 annually. Consideration of the Bennett / Bakerview / Airport Drive Annexation Consisting of Approximately 174-acres Located Within the City's Northern Urban Growth Area Daniel Hammill / Gene Knutson moved for first and second reading. MOTION CARRIED 7-0. 21982 3. Consideration of a Draft Ordinance Establishing Short-Term Rental Regulations Daniel Hammill / Terry Bornemann moved approval for third and final reading. Upon motion, said bill was placed on final passage and approved by the following roll call vote: AYES: Knutson, Vargas, Bornemann, Lilliquist, Stone NAYS: Hammill, Barker EXCUSED: (None) MOTION CARRIED and was thereafter named Ordinance #2018-11-024. 22082 4. Work Session on the Proposed 2019-2020 City Budget Presentation during Committee. Information only. 5. Approval of Minutes Daniel Hammill / Michael Lilliquist moved approval of the October 22, 2018 minutes of the regular City Council meeting as submitted. MOTION CARRIED 7-0. 6. Old/New Business Rick Sepler, Planning and Community Development Director, introduced the emergency ordinance to Council for consideration. It applies to Bed and Breakfast facilities, a public hearing will be held within 60 days of the ordinance passing. Gene Knutson / Hannah Stone moved approval for third and final reading. Executive Session – Report and Action only. 1. Potential Property Acquisition Staff provided information on a potential acquisition of a quarter-acre parcel owned by the Estate of Dale L Hoag and located between the 25th Street on the east and the Interurban Trail on the west. The purchase will help the City protect the Interurban Trail and wildlife habitat corridors in the area. Michael Lilliquist / Terry Bornemann moved to authorize the purchase of the quarter acre parcel for the assessed value of $6,000, with closing to take place on or before November 12, 2018. Mayor's Appointment of Robert Solomon-Sires and Kolby LaBree to the Historic Preservation Commission (Approval) Michael Lilliquist / Gene Knutson moved the Mayor's appointment of Robert Solomon- Sires and Kolby LaBree to the Historic Preservation Commission.
