Call to Order
Roll Call
Council Standing Committee Meetings:
Open to the public to attend. Note: there is generally no public comment period for Committee
sessions. Standing Committee Members receive reports and information, ask questions and,
when appropriate, vote on a recommended action for consideration by the full Council at the
Regular Meeting. The notice of Committee Meetings identified below also serves as notice of
Special Meetings of the City Council at the times identified as Council Members who are not
members of the committee routinely attend and participate in the Committee Meetings.
Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the
evening prior to deliberation and formal vote in the order shown below:

22094 1. Ordinance Establishing Property Tax Levy Rates for 2019 p. 3
Budget Manager Forrest Longman presented the ordinance, which establishes
the property tax levy rates for the following year. The property tax levy would
go up $9 per year with this 1% increase.
Gene Knutson / Pinky Vargas moved to recommend approval.
MOTION CARRIED 5-1.
Opposed: April Barker
Abstained: Terry Bornemann

Assistant Planning Director Greg Aucutt, Planning Director Rick Sepler, and
Assistant Fire Chief Hewett presented further discussion on the Bennett /
Bakerview / Airport Drive Annexation, which included financial impact of the
annexation and annexation history of the area.
April Barker / Pinky Vargas moved to recommend approval.
MOTION CARRIED 7-0.
21982 3. Consideration of a Draft Ordinance Establishing Short-Term Rental p. 32
Regulations
Lisa Pool, Senior Planner, presented the draft ordinance, which includes
amendments to several sections of the Bellingham Municipal Code to establish
regulations for short-term rentals.
Gene Knutson / Terry Bornemann moved to recommend approval.
MOTION CARRIED 5-2.
Opposed: Daniel Hammill, April Barker
22082 4. Work Session on the Proposed 2019-2020 City Budget p. 64
The budget work session was a capital presentation. The budget work sessions
are held in the Mayor's Board Room on the second floor of City Hall in the
Mayor's Office . The audio recording for the budget work session is available

5. Approval of City Council Committee and/or Special Meeting Minutes
Gene Knutson / Pinky Vargas moved to approve October 22, 2018 Committee
Meeting minutes and October15, 2018 and October 29, 2018 Special Meeting
minutes.
MOTION CARRIED 7-0.
6. Old/New Business
Terry Bornemann reminded people it is election day and it is really important.
Do your duty of voting please!
Michael Lilliquist read the Arbor Day proclamation at the day of service event
cohosted with the Nooksack Salmon Enhancement Association. It was a great
day and there are work parties almost every weekend with the Bellingham Parks
Department.

IT Director Marty Mulholland brought forward changes to FCC rules that would
allow cable companies to reduce their calculation and payment of franchise fees
based on other services they provide.
April Barker / Gene Knutson moved that we agree to file comments of concern
regarding this issue.
MOTION CARRIED 7-0.
April Barker reminded everyone that November is Native American Heritage
Month. Please recognize what that means for our community.
