City of Bellingham Public Works and Natural Resources Committee Minutes April 22, 2019, 10:00 AM Mayor Kelli Linville Contact: (360) 778-8200, ccmail@cob.org Council Members April Barker, Gene Knutson, Daniel Hammill, www.cob.org/council Pinky Vargas, Terry Bornemann, Michael Lilliquist and All meetings are held in the City Hall Council Chambers at Hannah Stone 210 Lottie Street, Bellingham, WA, unless otherwise noted. Call to Order Roll Call Council Standing Committee Meeting Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote in the order shown below: Public Works and Natural Resources Gene Knutson, Chair Terry Bornemann, April Barker 22278 1. Proposed Removal of On-Street Parking on W. Chestnut Street to Install Bike Lanes Public Works Director Ted Carlson presented the proposal. Assistant Public Works Director Chad Schulhauser presented more information on the proposal. Council asked questions and had a discussion following the presentation. April Barker moved to recommend approval of the proposal. MOTION CARRIED 2-1. Opposed: Terry Bornemann 22279 2. An Ordinance Regarding Public Works Permits for Use of the Right-of-Way: Repealing Chapter 6.08 (Carnivals and Sidewalk Vending); Amending Chapter 13.12 (Street Obstruction Permits); and Repealing and Replacing Chapter 13.14 (Right-of-Way Use Permits) Public Works and Natural Resources Committee Minutes Page 1 April 22, 2019 Public Works Director Ted Carlson presented the ordinance. He was joined by Senior Planner Darby Cowles to answer questions. Council had a discussion following the presentation. April Barker moved to recommend approval of the ordinance. MOTION CARRIED 3-0. 22280 3. Resolution Setting Right-of-Way Use Permit Fees Public Works Director Ted Carlson presented the resolution. Terry Bornemann moved to recommend approval of the resolution. MOTION CARRIED 3-0. 21791 4. Climate Action Plan and Climate Action Plan Task Force Progress Report Public Works Director Ted Carlson introduced the presentation. Environmental Policy Manager Clare Fogelsong presented the progress report. Council asked questions and had a discussion following the presentation. Adjournment Committee adjourned at 10:54 AM.
