Call to Order Roll Call Council Standing Committee Meeting Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote in the order shown below: Public Works and Natural Resources Gene Knutson, Chair Terry Bornemann, April Barker 22097 1. Industrial Wastewater Pretreatment Program p. 3 Public Works Director Ted Carlson presented the resolution. The resolution authorizes the Mayor to submit the City's draft Industrial Wsteater Pretreatment Program Ordinance found in the City Council packet to the Department of Ecology for approval. Council asked questions and had a discussion following the presentation. Terry Bornemann moved to recommend approval of the resolution. MOTION CARRIED 3-0. 21868 2. Presentation to City Council Regarding the Current Status of the p. 72 Stormwater Utility Comprehensive Plan Update Public Works Director Ted Carlson introduced the presentation. Stormwater Utilities Manager Jason Porter presented the Stormwater Utility Comprehensive Public Works and Natural Resources Committee Minutes Page 1 May 6, 2019 Plan Update. Council asked questions and had a discussion following the presentation. Information Only. 22295 3. Whatcom Creek Improvements p. 75 Public Works Director Ted Carlson introduced the presentation. Public Works Assistant Director of Natural Resources Renee Lacroix presented the Whatcom Creek improvements since the Olympic Pipeline Incident of 1999 including habitat restoration and opportunities for the future. Senior Planner Steve Sundin presented the regulatory and financial framework that affects the City's investments to improve Whatcom Creek including the Shoreline Master Plan restoration goals and stormwater requirements. Council asked questions and had a discussion following the presentation. April Barker moved to ask the Mayor to work with staff to bring back an agenda item to the Planning Committee for discussion of potential incentives for property owners along Whatcom Creek. MOTION CARRIED 3-0. Information only. 22296 4. Public Works Presentation and Public Meeting Regarding the Horton p. 77 Road Phase 1 Project and Section 4(F) Exemption Public Works Director Ted Carlson introduced the item. Chad Shulhauser provided more details and a timeline for the project. City Council asked questions and had a public discussion on the project. Information only.
