Call to Order Roll Call Present: Committee Chair Michael Lilliquist, Sixth Ward Committee Member Lisa Anderson, Fifth Ward Committee Member Hollie Huthman, At-Large Excused: Committee Member Gene Knutson, Second Ward Council Standing Committee Meeting Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote in the order shown below: Public Works and Natural Resources Michael Lilliquist, Chair Gene Knutson, Lisa Anderson 22007 1. Broadband Advisory Workgroup Meeting Recording p. 3 Eric Johnston, Public Works Director, explained that the Council requested specific changes to the Resolution that outlines structure and meeting requirements for the WorkGroup. Due to COVID-19 restrictions, the Council requests that Workgroup meetings be recorded. Lisa Anderson moved to recommend approval. MOTION CARRIED 3-0. Public Launch of SeeClickFix Request Management Software p. 6 Council Member Lilliquist introduced the SeeClickFix, which is a new service request software for non-emergency issues for public use. Caleb Barber, Public Works Asset Manager, explained the new portal and software is also used for managment of assets. Council Members asked questions. Information only. 22329 3. Ordinance for Apprenticeship Program on Bellingham Public p. 16 Contracts Council Members have expressed an interest in developing a local program that would encourage the employment of apprentices in the Bellingham area by adopting apprenticeship utilization requirements for City-owned public works projects that are funded by state and local dollars. The proposed ordinance is based on a similar Whatcom County ordinance as well as WSDOT's apprenticeship program. Staff recommends implementaton of January 1, 2023. Council Members asked questions. Lisa Anderson moved to recommend approval. MOTION CARRIED 3-0. 22890 4. Residential Solid Waste Collection Overview #2 p. 26 As a follow up to the overview that was provided on January 25, 2021, Ted Carlson, General Manager of Sanitary Services Co., (SSC), provided a briefing on the status of recycling collection and processing. NW Recycling will be closing the residential sort-line of recycling. Ultimately, SSC partnered with Lautenbach Recycling, and Brian Parberry, who provided a recycling proposal to locally process recycling material. Council Members asked questions. Habitat Restoration and Stewardship in Lower Whatcom Creek p. 27 Corridor Renee LaCroix, Assistant Public Works Director, introduced the restoration efforts by staff to restore the lower portion of Whatcom Creek. Steve Sundin, Senior Planner, explained the Habitat Restoration Plan goals. Public Works and Natural Resources Committee Minutes Page 2 February 22, 2021 Jason Porter, Stormwater Manager, provided information on the stormwater regulations that impact the Creek. Laine Potter, Park Planning and Development Coordinator, explained that there have been some park acquitions in the corridor. Analiese Burns, Habitat and Restoration Manager, discussed the habitat restoration in the City’s adopted plan. As the discussion went over time, Council Member Anderson expressed that she would like the discussion. Due to time overage, the presentation was cut short. She suggested that the presentation return at a later date. Council Member Huthman agreed. Committee directed staff to return at the next Council Meeting. Information only.
