Call to Order Roll Call Council Standing Committee Meeting Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Sanitary Services Company (SSC) Residential Single Stream Recycling p. 3 Pilot Program Ted Carlson, of the Sanitary Services Company (SSC), provided feedback and metrics on residential single stream recycling. There was consensus from the Committee that the pilot program should proceed. The Committee Chair requested a report back in six months. The Chair reminded the committee that there are two goals: keeping the cost low for the customers and reducing the amount of waste that goes into the landfills. Presentation during committee. An Ordinance Regarding Public Parking; Amending Bellingham p. 4 Municipal Code Chapters 2.44, 11.33 and 11.36 Staff provided updates to the ordinance regarding public parking. Key elements of the proposal include:  Increasing on street hourly parking rates to $1.50/hour  Increasing fines for meter violations to $41.00  Consistency in parking management between Fairhaven and Downtown  Enforcement of paid on-street parking to 11:00am to 7:00pm, Monday-Saturday  Reduced permit rates for some residents of low-income housing The Committee would like to bring this item back to a future meeting to revisit the following items: fines, how fines are collected, progressive parking, the language on electrical vehicle charging stations, the Director’s power to establish RPZs and administrative parking management zones. The Committee recommended that the discount for low-income subsidized housing be at the 80% level. No action was taken by the Committee. 23221 3. Resolution Amending City Parking Rates p. 22 Staff provided updates to the resolution amending city parking rates. No action was taken by the Committee.
