Call to Order Council President Pro Tem Murphy called the meeting to order at 7:00 p.m. Announcements & Upcoming Meetings: Bellingham City Council meets all requirements of the State of Washington Open Public Meetings Act. 1. The City of Bellingham will host the 2016 Martin Luther King, Jr. Celebration on Monday, January 18th at 12:00 Noon in City Hall. All are welcome. Pledge of Allegiance Led by Council President Pro Tem Murphy. Roll Call Present: April Barker, Council Member, First Ward Gene Knutson, Council Member, Second Ward Daniel Hammill, Council Member, Third Ward Terry Bornemann, Council Member, Fifth Ward Michael Lilliquist, Council Member, Sixth Ward Roxanne Murphy, Council Member, At Large Excused: Pinky Vargas, Council Member, Fourth Ward 15-Minute Public Comment Period Yoshé Ravelle, provided a thoughtful poem for reflection. City of Bellingham Regular City Council Meeting Page 1 of 6 1/11/2016  Lisa Friend, suggested the Council postpone the decision to end the Clean Green program and allow the facility to remain open at least once a month. {AB #21100.} Doug Arbinton, addressed the one way northbound Resolution to change parking in the Fairhaven District {AB #21086}. James Morford, addressed his concern for cancelling the Clean Green service. He suggested that staff look at other options for disposing of yard waste. {AB #21100.} Charlie Stortz, expressed his disapproval for ending the Clean Green program. He relayed that his neighbor has a brush pile that attracts rats. He concluded that if residents of Bellingham do not have a place to take their yard debris, many may let it lie in the yard and attract rodents and pests. He suggested that the City could grind up the compost. {Agenda bill #21100.} Public Works / Public Safety 21086 1. Resolution Changing 8th Street to One-Way Northbound Between McKenzie and Harris Avenues in Fairhaven A RESOLUTION OF THE CITY OF BELLINGHAM CHANGING 8TH STREET TO ONE-WAY NORTHBOUND BETWEEN McKENZIE AVENUE AND HARRIS AVENUE Terry Bornemann/Gene Knutson moved to change the language in the Resolution to clarify the northbound parking direction between Harris and McKenzie Avenues. Ted Carlson, Public Works Director, addressed the language and identified that the Resolution states the direction of parking. Terry Bornemann/Gene Knutson moved final approval of Resolution #2016-01. MOTION CARRIED 5-0-2. Pinky Vargas and Michael Lilliquist excused. Committee Of The Whole 21099 1. A Presentation From Attorney Breean Beggs Regarding the Efforts of the City of Spokane and Spokane County to Update and Reform their Criminal Justice System April Barker/Dan Hammill moved to send the Ban the Box issue to the Finance and Personnel Committee for further discussion. Mayor's Request to Governor Jay Inslee to Declare a State of Emergency on Homelessness Roxanne Murphy/Gene Knutson moved to endorse the Mayor's letter to the Governor to declare a State of Emergency on homelessness within the City of Bellingham. MOTION CARRIED 6-0-1. Pinky Vargas excused. 4. Approval of Minutes Gene Knutson/Michael Lilliquist moved approval of the January 4, 2016, minutes of the regular City Council meeting as submitted.
