Call to Order Roll Call Roxanne Murphy, President Pro Tem, Chair Terry Bornemann Gene Knutson Dan Hammill Michael Lilliquist April Barker Excused: Pinky Vargas Council Standing Committee Meetings: Committee Of The Whole 21099 1. A Presentation From Attorney Breean Beggs Regarding the Efforts of the City of Spokane and Spokane County to Update and Reform their Criminal Justice System INFORMATION ONLY 21100 2. Clean Green Program Gene Knutson / April Barker moved to recommend approval of ordinance to close the Clean Green Program. MOTION CARRIED 6-0. 21101 3. Mayor's Request to Governor Jay Inslee to Declare a State of Emergency on Homelessness Gene Knutson / Dan Hammill moved to join the Mayor in sending the letter to the Governor requesting a state of emergency with homelessness in Bellingham MOTION CARRIED 6-0. 1 4. Approval of City Council Committee and/or Special Meeting Minutes Gene Knutson / Dan Hammill moved approval of the December 14th minutes as submitted. MOTION CARRIED 6-0. Michael Lilliquist / Gene Knutson moved approval of the January 4th minutes as submitted. MOTION CARRIED 6-0. 5. Old/New Business Councilmember Hammill would like to receive his packet earlier. He does not feel that he is getting the information with enough lead time. The Mayor offered that the questions he wants to ask staff ahead of time can be asked in front of the public during the meetings. Councilmember Lilliquist reminded people of a past practice where major issues coming up were given to Council members weeks ahead of time. He said that members can request a heads-up about issues as a courtesy. Councilmember Murphy recommends that members be more involved in hot topics community-wide to increase awareness. Councilmember Lilliquist brought up the Salary Commission idea. Michael Lilliquist / Dan Hammill moved to recommend drafting an ordinance to create a salary commission MOTION CARRIED 6-0. Councilmember Bornemann reminded people that the City will be hosting the annual Martin Luther King, Jr. Celebration on Monday, January 18, 2015, at Noon in City Hall. Councilmember Lilliquist brought up the issue of flushing old medicines. Michael Lilliquist / Dan Hammill moved to recommend the issue of pharmaceutical disposal come back to Public Works Committee MOTION CARRIED 6-0. 2 Mayor Kelli Linville will bring back current rules regarding pharmaceuticals. She appreciates it if the Mayor's staff drafts the ordinances. Councilmember Barker recommends getting outside to deter criminals from breaking into houses. Adjournment 3
