Call to Order The meeting was called to order by Council President Vargas at 7:00 p.m. Announcements & Upcoming Meetings: Bellingham City Council meets all requirements of the State of Washington Open Public Meetings Act. Consideration of a Development Agreement Between Larrabee Springs, Inc. (aka Caitac) and the City Regarding Larrabee Springs' 429-Unit E8-E9 Preliminary Plat (aka Larrabee Springs South) Located Generally at the Northern Terminus of Cordata Parkway in the Cordata PUD and Area 1 of the Cordata Neighborhood. Alan Marriner, Deputy City Attorney, presented Council with a brief history on the agreement that was before the Council for consideration. Bob Carmichael, for Caitac, described three key issues with the proposal: one, resolving the potential moratorium; two, the east/west traffic connector (Kline Road); and three, the change in building phasing. Council President Vargas opened the public hearing. Steve Crooks, resident of the Cordata Neighborhood, and President of the Reserve at Cordata Homeowners Association, spoke in favor of the new development and relayed that the association fully supports the development. Charlie Silverman, pointed out that traffic traveling east near the proposed development site will likely utilize Tremont Avenue. He explained that since Tremont Avenue is narrow, it is not ideal for heavy traffic use and the developers will need to take that into consideration. Yoshe Ravelle, complained about the development plan and too much development in the neighborhood. He feels the homes are too big and it's healthier for human beings to not use cars as much and instead, utilize bicycles and live in smaller homes. Alex Wystra, builder, relayed that the homes being built in the development all have solar panels, and are not larger than 1,500 square feet. He admitted that there is a lot of traffic on Tremont Avenue, and they are working on plans for phase 2 and will continue to build solar paneled homes. An Ordinance Regarding the Administration of a Donation Made for the Assistance of the Families of Fire Fighters Who Have Lost their Lives or Been Killed, Especially in the Line of Duty AN ORDINANCE OF THE CITY OF BELLINGHAM, WASHINGTON AUTHORIZING THE MAYOR TO CONTRACT WITH THE BELLINGHAM / WHATCOM FIRE FIGHTERS BENEVOLENT FOUNDATION TO ADMINISTER FUNDS DONATED TO THE CITY TO ASSIST THE FAMLIES OF FIRE FIGHTERS WHO HAVE LOST THEIR LIVES OR BEEN DISABLED, ESPECIALLY IN THE LINE OF DUTY Terry Bornemann / Roxanne Murphy moved approval for first and second reading. Solid Waste Disposal Contract Update Committee postponed the item to allow for more discussion and information to be gathered. Will discuss further at a later meeting. 21214 5. Transportation Commission Update and Work Plan Review Information only 21215 6. Water Treatment Plant Pretreatment (DAF) Project Update The Water Treatment Plant pretreatment project is still in design phase and nearly 90% complete. Information only. Discussion on Whatcom County Emergency Medical System (EMS) Funding Work Group Recommendations Pinky Vargas / Michael Lilliquist moved to direct staff to prepare a Resolution in support of the EMS working group's recommendation that included adding the levy to the 2016 General Election ballot in November. MOTION CARRIED 7-0. 21217 3. Bellingham Greenways Levy IV Seth Fleetwood reported that the proposed levy will fund 42% for project development; 31% for acquisition of properties needed for future trails, parks and connections between the trail system and parks; 17% for maintenance; and 10% for a Greenways Preservation Endowment. The presentation also included a recommendation of .50 cents for each $1,000.00 of assessed property value, and that it be a ten year levy. Council directed staff to present on the Metropolitan Parks District at the May 2, 2016 meeting. The Committee is planning to revisit the Greenways Levy during the May 16, 2016 meeting. 4. Approval of Minutes None. 5. Old/New Business Rick Sepler, Planning and Community Development Director, gave an overview on the Level of Service from the weekend's Council Retreat. He presented goals and guiding principles that the City will use to adopt levels of service. Gene Knutson / Roxanne Murphy moved to schedule the 15 - Minute Public Comment period after the Public Hearing and/or a presentation, when a Public Hearing or presentation is held at Council Meetings. MOTION CARRIED 7-0. Executive Session - Report and Action only. 1. Potential Property Acquisition Staff provided information on a potential property acquisition. Direction given. No action taken. Mayor's Report Standing time for briefings, updates and reports to Council by the Mayor, if needed. Information only. Mayor Linville gave a report on the status of homelessness within the city. The following includes ongoing projects and tools we will need to address homelessness:  a low barrier shelter  faith-based outreach  22 North State  DVSAS/Lydia Place  The former Aloha Motel site  Eleanor - Senior Housing  HOT team outreach  Community Paramedic Program  Homeless Services Center  Homeless Camp Cleanup In addition, the Homeless camp report response has five steps: 1. City is made aware of camp location - forwarded to Police 2. Police to compile a list of camp sites 3. Camp site visited for assessment by Police with Parks and Public Works depending on site location 4. 5 day grace period for HOT team to visit site and work with occupants 5. Coordinate site cleaning by Parks, Public Works and Police Department. Our completed projects: Francis Place, 40 units with serviced dedicated to serving homeless individuals with mental health and/or dependency issues. Staff will provide an update on the state of homelessness on a monthly basis. 21218 1.
